MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 26, 1974 <br /> <br />The Adjourned Regular Meeting of the City Council, held <br />jointly with the Human Relations Commission, was called to <br />order by Councilman Griset at 4:06 P.M. in Room 514, City <br />Hall, 20 Civic Center Plaza, Santa Aha, California, with <br />the following Councilmen present: J. Ogden Markel, John <br />Garthe, Harry K. Yamamoto, James E. Ward and Lorin Griset. <br />Councilman Vernon S. Evans arrived at 4:11 P.M. Mayor <br />Jerry M. Patterson arrived at 4:12 P.M. <br /> <br />Roll Call for the Human Relations Commission: <br /> <br />Present Absent <br /> <br />Manuel Barton <br />Mildred'Cobb <br />Zeke Hernandez <br />Lillie King <br />Nathaniel Lamm <br />Roy Uno <br /> <br />Rosemarie Manwaring <br />Lonnie Moore <br />Gary M. Mr. Rudy Moreno arrived at 4:33 P.M. <br />Ms. Jacque Johnson arrived at 5:15 P.M. <br /> <br />Also present were City Manager Bruce C. Spragg, City Attorney <br />James E. Withers, Assistant to City Manager - Community Rela- <br />tions Manuel Rede, Assistant Clerk of the Council Wanda Schwarze, <br />and members of the Press. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge <br />of Allegiance, Council- <br />man Griset gave the <br />Invocation. <br /> <br />The questions contained in Exhibit A, "Human Relations Commis- <br />sion Topics for Discussion", attached to Memorandum dated <br />August 21, 1974, from the Assistant to City Manager - Community <br />Relations were answered, and Agenda items discussed, as follows: <br /> <br />FORMAT FOR HUMAN A recommendation to <br />RELATIONS COMMISSION Council, if it requires <br />RECOMMENDATIONS TO COUNCIL Council action, can be <br /> presented in the form <br />of a resolution of the Human Relations Commission. If the <br />recommendation does not require Council action, a memo to <br />Council is sufficient, setting forth the recommendation, <br />what the Commission vote was, the arguments in favor of the <br />recommendation, and the minority opinion against the proposal, <br />if any. <br /> <br />Any request for major Council policy revision requires a <br />resolution and should have at least eight affirmative votes, <br />or a majority of the Commission. <br /> <br />COMMISSION Either oral or written <br />PRESENTATIONS presentations to Council <br />TO COUNCIL are acceptable at any <br /> regularly scheduled <br /> Council meeting, and may be made before Council by the <br /> Commission on any issue within the Commission's purview. <br /> <br />CITY COUNCIL MINUTES <br /> <br />317 AUGUST 26, 1974 <br /> <br /> <br />
