Supporting testimony given at Council meetings by Commission <br />members is informational and/or advisory to Council. Commis- <br />sioners must fully understand an issue before taking a posi- <br />tion. For instance, in a boycott situation, the Human Relations <br />Commission does not advise the boycotters; it advises Council, <br />in the form of a Commission resolution, then Council will <br />determine whether or not it will go on record in favor of the <br />boycott. <br /> <br />COMMUNICATION WITH <br />CITY COUNCIL <br /> <br />Mayor, individual Councilmen, or <br />orally or in writing. It should <br />Commission spokesman is representing <br />Commission (at least eight members), <br />personal opinion or a minority view. <br /> <br />The Commissioners may <br />communicate informally <br />with the Council through <br />the Chairman via the <br />the City Staff; either <br />be made clear whether the <br /> the majority of the <br /> or expressing his <br /> <br />Commissioners may communicate with any Councilman at any time <br />on their own. However, once a majority position has been <br />reached, formal communication to Council should be made through <br />the Commission Chairman. <br /> <br />When individual citizens' problems arise, the Dial-Your-Mayor <br />number (834-4144) provides 24-hour service. Ail calls on <br />that Mayor's line are dispatched immediately to the department <br />head concerned with that particular problem. Rather than <br />call Councilmen for routine problems, they may be phoned in <br />on the Mayor's phone number. <br /> <br />If a Dial-Your-Mayor problem has not been resolved in a reasonable <br />length of time, then the City Manager's office may be requested <br />to follow through on it. <br /> <br />ROLE OF ASSISTANT TO <br />CITY MANAGER - COMMUNITY <br />KELATIONS AT <br />COMMISSION MEETINGS <br /> <br />advisor and Staff liaison. <br /> <br />The role of the Assis- <br />tant to City Manager <br />Community Relations at <br />Commission meetings is <br />primarily that of <br /> <br />When a Councilman is appointed as Council liaison to the Commis- <br />sion by the Mayor, it is on the Councilman's own request in order <br />to gain a better understanding of the Commission. <br /> <br />A Commission request for a Staff study must have a majority <br />vote by the Con~ission prior to the request, and such requests <br />may be submitted to the Assistant to City Manager - Community <br />Relations, or to Council via Council liaison representative, <br />or directly to the Mayor for subsequent Council action. <br /> <br />ORIENTATION FOR When Council appoints <br />NEWLY APPOINTED a new Commissioner, <br />COMMISSIONERS City policy requires <br /> the Assistant to City <br />Manager - Community Relations to contact the new Commissioner <br />to arrange for the Chairman to meet with the new representa- <br />tive, and to go over the purpose, functions and procedures of <br />the Commission, answer any questions, supply a copy of the <br />Budget, and any additional related printed material available, <br />and in general provide a brief orientation of current projects <br />of the Commission. <br /> <br />The Human Relations Commission Chairman and newly appointed <br />members were invited to participate in the Annual City Council <br />Bus Tour on September 27, 1974.
