PROJECT 1346 CONSTRUC- Report dated October 2, <br />TION OF CIVIC CENTER DRIVE 1974 from the Director <br />BETWEEN BIRCH & MINTER of Public Works on the <br /> status of Project 1346 <br />was received and ordered filed on motion of Councilman Garthe, <br />seconded by Councilman Evans, and unanimously carried (5-0). <br />(CA 29.1) <br /> <br />PORNOGRAPHIC NEWSPAPER <br />VENDING MACHINES <br /> <br />considered by Council. <br /> <br />Report dated October 1, <br />1974, from the City <br />Attorney regarding <br />Newsrack Ordinance was <br /> <br />Councilman Markel stated that he felt there were not enough <br />studies made on the subject, and moved to defer the action. <br />Councilman Yamamoto seconded the motion. <br /> <br />Councilman Yamamoto submitted some petitions to the Clerk <br />from members of the First Church of the Nazarene, and stated <br />more petitions would be coming from St. Barbara's Church, and <br />other groups. <br /> <br />Following further discussion, Councilman Markel withdrew his <br />motion, with Councilman Yamamoto's concurrence, in favor of <br />a motion by Councilman Evans, seconded by Councilman Markel, <br />and unanimously carried (5-0) to instruct the City Attorney to <br />prepare an ordinance regulating the sizp, location, and number <br />of racks on the public right-of-way. (CA 153) <br /> <br />PUBLIC HEARING The Mayor opened the <br />EIR 74-2 PROJECT 13S2 Public Hearing to con- <br />CONSTRUCTION SEGERSTROM AVE. sider the Environmental <br /> Impact Report 74-2 <br />Construction of Segerstrom Avenue between Harbor Boulevard and <br />the Santa Ana River, Project 1352. <br /> <br />The Clerk reported there were no written communications. There <br />were no proponents or opponents, and the Mayor closed the pub- <br />lic hearing. <br /> <br />Councilman Evans' motion to certify and adopt EIR 74-2 as the <br />City's Final Environmental Impact Report for Project 1352 was <br />seconded by Councilman Markel and unanimously carried (5-0). <br />(CA 29.1) <br /> <br />PUBLIC HEARING <br />EIR 74-3 PROJECT 1345 <br />WIDENING i?TH STREET <br /> <br />Consideration of Environ- <br />mental Impact Report 74-3 <br />was deferred until Council- <br />man Ward's arrival. <br /> <br />RECESS <br /> <br />present at <br /> <br />4:12 P.M. <br /> <br />A recess was called at <br />4:00 P.M. and the <br />meeting reconvened with <br />the same Councilmen <br /> <br />ORAL COMMUNICATION Mrs. Anne Tucker, 1019 <br />LINCOLN AVENUE BIKE LANE East Catalina questioned <br /> the wisdom of installing <br /> the bike lane on Lincoln <br />Avenue.
