The City Manager suggested that the matter be discussed further <br />in Executive Session, or that Mr. Berger provide all informa- <br />tion and statement of charges to the City Manager for review <br />and report to the City Council. <br /> <br />Mr. Berger was requested to submit his written charges to the <br />City Manager for investigation and report. Staff was directed <br />to bring the report back to Council in Executive Session at <br />the next meeting, October 14, on the unanimously approved <br />(6-0) motion of Councilman Evans, seconded by Councilman Markel. <br />(CA 145.1) <br /> <br />Mayor Patterson left the Council Chambers at 4:55 P.M. and Vice <br />Mayor Evans assumed the Chair. <br /> <br />TENTATIVE PARCEL & Council received the <br />TRACT MAPS; LOT SPLITS letter dated October 1, <br /> 1974, from Councilman Ward, <br /> proposing that parcel <br />and tract maps and lot splits be approved by the Planning <br />Commission, and that Staff be directed to report on methods <br />to upgrade development standards. <br /> <br />Councilman Yamamoto moved, seconded by Councilman Ward and <br />unanimously carried, to instruct Staff to report on how the <br />City's development standards can be upgraded to effect: <br /> <br />a) Fewer driveways or cross traffic onto <br /> major streets; <br /> <br />b) Minimum lot sizes for various commercial <br /> and industrial zones; <br /> <br />c) Landscape requirements in all commercial <br /> and industrial zones. (CA 78) <br /> <br />NOVEMBER 5, 1974 After discussion by <br />BALLOT PROPOSITIONS Council, the Ballot <br />SUMMARY Propositions Summary was <br /> continued until the next <br />meeting, onOctober 14, on motion of Councilman Ward, seconded <br />by Councilman Garthe, and carried (4-1), with dissenting vote <br />by Councilman Markel. (CA 68) <br /> <br />PUBLIC HEARING <br />EIR 74-3 - PROJECT 1345 <br />WIDENING OF 17TH STREET <br /> <br />The Vice Mayor opened <br />the Public Hearing to <br />consider Environmental <br />Impact Report 74-3. <br /> <br />There were no proponents or opponents. The Clerk reported <br />there were no written communications. The Vice Mayor closed <br />the public hearing and invited comments from Council. <br /> <br />Councilman Ward stated that the report is not complete; that <br />more specifically on page 6, there should be a comment that an <br />increase in traffic will also increase the amount of pollutants; <br />also a similar comment occurs on page 8; on page 10, the <br />Environmental Impact on the proposed Project is not complete; <br />that there is no comment about the loss of aesthetic qualities; <br />that his concern is that in the interim there is going to be <br />a large expanse of paving and there is no comment as to the <br /> <br />CITY COUNCIL MINUTES 374 OCTOBER 7, 1974 <br /> <br /> <br />
