together officials of the school to try to resolve the prob- <br />lems of harassment not being reported to the Police Depart- <br />ment or school officials. <br /> <br />Councilman Griset's motion, seconded by Councilman Yamamoto, <br />that crossing guards be placed at Raitt and Edinger and at <br />Center and Edinger for a period of three months to see if the <br />parents can develop a patrol between Raitt and Center, was <br />carried, with dissenting vote by Councilman Markel. (CA 47; <br />CA 18.5; CA 38) <br /> <br />ORAL COMMUNICATION Mr. Park Chapman, 443-1/2 <br />TAXICAB OPERATIONS South Birch Street, a <br /> taxicab driver speaking <br /> only for himself, stated <br />that his understanding is that the City has issued 50 taxicab <br />permits 38 to Yellow and 12 to Blue and White; that there is a <br />letter prominently displayed in the Yellow Cab Drivers' Room <br />signed by the City Attorney that states that taxicabs parking <br />illegally will be impounded. He added that his observation <br />during the last 60 days shows there are 49 different and <br />separate taxicabs operated by Blue and White in the City of <br />Santa Ana, 14 with permits and no others - a ratio of about <br />three to one. He requested Council take appropriate action <br />to curb the illegal taxicab operations within the City in <br />accordance with the ordinance, or to repeal the ordinance. <br /> <br />Councilman Yamamoto's motion, seconded by Councilman Ward, to <br />refer to Staff and report back to Council hopefully by the next <br />Council meeting was carried unanimously. (CA 26) <br /> <br />ORAL COMMUNICATION Councilman Evans inquired <br />PORNOGRAPHY of the City Attorney if <br /> he ever heard of the <br /> National Legal Data <br />Center. He presented a newspaper clipping from the Los Angeles <br />Times describing the Data Center's expertise and assistance in <br />drafting or writing ordinances. He added that the article also <br />stated that they have answers on how to control pornography <br />and assistance is free. <br /> <br />Councilman Evans' motion to refer the article to Staff, seconded <br />by Councilman Yamamoto, carried unanimously. (CA 153) <br /> <br />GREENBELT COMMISSION <br /> <br />Greenbelt Commission. <br /> <br />Councilman Ward stated <br />that he wished to with- <br />draw his letter of <br />resignation from the <br /> <br />Councilman Evans' motion, seconded by Councilman Yamamoto to <br />accept the withdrawal of Councilman Ward's letter of resigna- <br />tion from the Greenbelt Commission carried unanimously. <br />(CA 145.1) <br /> <br />RECESS Council recessed into <br /> Executive Session at <br /> 9:00 P.M. to interview <br /> for Boards and Commis- <br />sions. At 10:35 Council reconvened and all Councilmen except <br />Councilman Markel were present.
