He added that the time frame is unrealistic; <br />that April 15 is the last day for filing the application with <br />the Department of Housing and Urban Development; and that <br />December 1 is the first day. <br /> <br />HUMAN RELATIONS Pamela Zanelli stated <br />COMMISSION that the Human Relations <br />RECOMMENDATION Commission had voted to <br /> go on record as favoring <br />the preparation of the Community Development Plan and applica- <br />tion by the Planning Department in collaboration with a City <br />department task force appointed by the City Manager. <br /> <br />Councilman Evans left the meeting. <br /> <br />Council considered the nine major areas of policy concern <br />and the conclusions and recommendations in each as set forth <br />in the City Manager's report dated October 18, 1974. <br /> <br />ITEM NO, 1 - PREPARATION Council designated the <br />OF PLAN City Manager responsible <br /> for the preparation of a <br /> three-year Community <br />Development Program and concurred in his recommendation to <br />designate the Assistant to the City Manager-Community Relations <br />to serve as Project Coordinator of a task force of key depart- <br />ment Directors which would include the Planning Director and <br />the Executive Director of the Redevelopment Agency to assist in <br />preparing the application, on the unanimously approved (5-0) <br />motion of Councilman Griset, seconded by Councilman Ward. <br /> <br />ITEM NO. 2 - TIME By unanimous (5-0) informal <br />FRAME agreement, Council received <br /> and filed the information <br /> that the initial program <br />must be for a three-year period for the application, with an <br />annual review and probable addition of one year; and that early <br />preparation of the plan and its approval by HUD could entitle <br />the City to additional funds. <br /> <br />ITEM NO. 3 - FUNDING Council authorized the <br /> City Manager to make <br /> application for a ten <br /> percent planning advance <br />of first-year formula funds (approximately $70,000) to retain <br />the option of providing additional planning amsistance for the <br />refinement of more comprehensive and specific neighbo~heed <br />development programs, on the unanimously carried C5~0) motion <br />of Councilman Griset, seconded by Councilman W~ard. <br /> <br />ITEM NO. 4 TARGET AREAS Items 4 and 6, were <br />ITEM NO. 6 CITIZEN deferred pending a report <br />PARTICIPATION from City Manager at the <br /> November 4 Council Meeting, <br />if possible, outlining some priority projects with rough cost <br /> <br />CITY COUNCIL MINUTES 398 OCTOBER 23, 1974 <br /> <br /> <br />
