estimates in the designated Target Areas, on motion of Councilman <br />Garthe, seconded by Councilman Ward, and unanimously carried (5-0). <br /> <br />ITEM NO. 5 - ELIGIBLE Council approved the <br />PROJECTS following recommended <br /> policy for project <br /> eligibility, on motion <br />of Councilman Ward, seconded by Councilman Griset and unanimously <br />carried (5-0): <br /> <br />Eligible Projects - Not only should those needed <br />physical capital projects be considered in a target <br />area which are most directly related to the preven- <br />tion of residential blight and promotion of a good <br />living environment, but potentially eligible are <br />those projects affecting employment, health, crime, <br />and social factors. Thus, specific projects might <br />be considered to reduce vandalism within a residen- <br />tial neighborhood, or to reduce youth violence by <br />promoting job opportunities, or to staff a repre- <br />sentative of the Police Department within a neighbor- <br />hood to help reduce crime and improve the effective- <br />ness of police services. Consideration of major <br />public land acquisitions, such as additional park <br />sites, must certainly be kept to a minimum because <br />of limited funding. <br /> <br />ITEM NO. 7 <br />ITEM NO. 8 <br />ITEM NO. 9 - <br /> <br />ing policies <br /> <br />GOAL ESTABLISHMENT Councilman Garthe's <br />PROGRAM REVIEW motion, seconded by <br />FINAL APPROVAL Councilman Griset, <br /> to approve the follow- <br />was carried unanimously (5-0): <br /> <br />Goal Establishment Staff should assume the initia- <br />tive in providing planning leadership and serving <br />as resource advisers so that relevant facts, surveys <br />of potential community needs, and viable options in <br />determining priorities can be presented to the <br />residents of target neighborhoods in an expeditious <br />manner. <br /> <br />Program Review - A proposed three-year development <br />program and funding application containing goals, <br />priorities and funding schedules should be reviewed <br />by the advisory citizens committee as soon as pomsible <br />so that Council may authorize the application by <br />January. <br /> <br />Final Approval Council should retain responsibility <br />for final approval of the Community Development Program, <br />and hold the Manager accountable for its implementation. <br /> <br />ADJOURNMENT <br /> <br />The meeting was adjourned <br />at 10:18 P.M. by unanimous <br />general consent. <br /> <br />FLORENCE I.
