MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 19, 1974 <br /> <br />The Adjourned Regular Meeting of the City Council was called to <br />order by Vice Mayor Evans at 5:00 P.M., in Room 831, City Hall, <br />20 Civic Center Plaza. The Clerk reported that proper Notice <br />and Posting of the meeting had been provided. The following <br />Councilmen were present for roll call: J. Ogden Markel, John <br />Garthe, Harry K. Yamamoto, James E. Ward, Lorin Griset and Vice <br />Mayor Vernon S. Evans. Mayor Jerry M. Patterson was absent, <br />but he arrived at 5:05 P.M. <br /> <br />WARD 1 VACANCY Vice Mayor Evans recognized <br /> Mr. Clark Loomis, represent- <br /> ing the East Orange County <br /> Board of Realtors, who <br />distributed copies of a Board Resolution recommending the <br />appointment of Harold H. Gosse, Jr., to fill the forthcoming <br />vacancy on the City Council for the Ward 1 representative. The <br />Resolution was received and filed on the unanimously approved <br />motion of Councilman Garthe, seconded by Councilman Markel. <br /> <br />RESOLUTION NO. 74-189 A RESOLUTION OF THE CITY <br />EMERGENCY EMPLOYMENT ACT COUNCIL OF THE CITY OF <br /> SANTA ANA AUTHORIZING <br /> THE CITY MANAGER TO APPLY <br />TO THE U.S. DEPARTMENT OF LABOR FOR FEDERAL EMERGENCY EMPLOYMENT <br />ACT FUNDS was adopted on the unanimously (16-0) approved motion <br />of Councilman Griset, seconded by Councilman Ward, after having <br />been read by title only on the unanimously approved motion of <br />Councilman Garthe, seconded by Councilman Markel. (CA 140.11) <br /> <br />Mayor Patterson arrived at 5:05 P.M. <br /> <br />SANTA ANA RIVER Councilman Evans reported <br />FLOOD PROTECTION AGENCY on the meeting he had <br />AGREEMENT attended regarding the <br /> formation of the Santa <br />Ana River Flood Protection Agency. He stated that Agency costs <br />through the month of June, 1975, would be absorbed by the Orange <br />County Flood Control District; that on July 1, 197S, each member <br />city would be assessed $1,500 for a year's membership; that each <br />member city has one vote; that an increase in dues would need to <br />be ratified by the members; that a city may resign from the <br />Agency after a year; that there are approximately eight Orange <br />County cities committed to joining, and another six or seven <br />who are tentatively committed. <br /> <br />Councilman Evans moved to approve the Joint Powers Agreement for <br />the Santa Ana River Flood Protection Agency for a period of one <br />year, and authorized its execution by the Mayor and Clerk of the <br />Council. The motion was seconded by Councilman Yamamoto, and <br />unanimously carried C7-0). <br /> <br />Councilman Evans further stated that there would be one part <br />time coordinator employed, and that the County Flood Control <br />District would provide the office space.
