ELECTION SERVICES AGREEMENT The Council heard <br />MARTIN & CHAPMAN Mr. Edward Char- <br />VOTOMATIC SYSTEM bonneau of Computer <br /> Election Systems <br />describe the election services that his company could pro- <br />vide the City for the April 1975 election. Mr. Charbonneau <br />informed the Council that his company was an outgrowth of <br />the election systems being developed by IBM when IBM with- <br />drew from this area of endeavor; that the personnel are <br />former IBH employees primarily, who associated in 1965 to <br />proceed to market election systems; that this system was <br />used recently in the municipal election in San Clemente <br />where the City Council voted unanimously to commend the <br />company for its effort. Mr. Charbonneau described the <br />ballot, the punching method, and invited the Council and <br />guests to view the tabulating by the computer setup in the <br />conference room. He summarized the benefits as: (1) No <br />increase in cost and a possible savings if the ballot is <br />lengthy, (2) Shorter hours counting ballots; and (3) Ac- <br />curacy of the vote. Mr. Charbonneau emphasized the benefits <br />of using the system in the County, which could then also <br />be used by the City. <br /> <br />The Clerk was asked by Councilman Bricken to comment on the <br />system and on the cost involved in the use of it. Mrs. <br />Malone stated that she had observed the system in several <br />municipal elections in the County of Los Angeles and felt <br />that it had been quite effective. She stated that tko punch <br />ballots would require that more employees be used for tko <br />election, but the time involved would be less. Compute~ <br />Election Systems, if employed, would conduct t~a~n}ng seg~i~nm <br />for precinct workers and tabulating personnel. <br /> <br />Councilman Griset's motion, seconded by Councilman Y~am~t~, ts <br />approve the agreement with Martin and Chapman C~pany, uming <br />the Votomatic System; to authorize its execution by the Mayor <br />and Clerk; and to accept the Votomatic System proposal dated <br />December 24, 1974, from Computer Elections ~ystems at a cost <br />of $500, carried (6-1) with Councilman Markel dissenting. <br /> <br />Prior to the vote, Councilman Bricken stated that he would be <br />in favor of more comprehensive cost information before dec~d- <br />ing this sort of matter in the future. A~.75,5 <br /> CA 68 <br /> <br />PUBLIC TRANSPORTATION Councilman Yard <br />CAR POOLS asked that staff <br /> investigate the <br /> possibility ef <br />using Hanpower Program personnel to develop a computer <br />program to help provide car pool information; the motion <br />was seconded by Councilman Garthe and unanimously approved <br />(7-0). CA 145.5 <br /> <br />ORAL COMMUNICATION Councilman Garthe <br />SANITATION BOARD stated that there <br /> is a proposal before <br /> the Sanitation Board <br />to permit all governmental agencies sanitary sewer connec- <br />tions at no charge; and that in his opinion this would <br />amount to subsidization by the City of Santa Ana. He asked <br />for Council support of his recommendation to oppose the <br />proposition. The consensus was to instruct Councilman <br />Garthe to vote "No" on the proposition.
