RAITT STREET BARRICADE The Council <br /> referred the request <br /> and petition from the <br /> Summerfield Homes <br />residents, for the removal of the Raitt Street barricade, <br />to staff for investigation and report on motion of Council- <br />man Griset, seconded by Councilman Garthe and unanimously <br />approved. CA 29.1 <br /> <br />AGENDA ORDER <br /> <br />proceed to Item No. <br />Final Report, as the <br />at 3:30 P.M. There being no objection, he <br />Jo Elliott, Chairman of the Committee. <br /> <br />Mayor Evans recom- <br />mended that if there <br />were no objections <br />that the Council <br />56, Citizens Paramedic Advisory Committee <br /> matter had been scheduled to be heard <br /> recognized Betty <br /> <br />CITIZENS PARAMEDIC Mrs. Elliott presented <br />ADVISORY COMMITTEE the Final Report of <br />FINAL REPORT the Citizens Paramedic <br /> Advisory Committee <br />dated December 20, 1974. She stated that the Committee <br />worked enthusiastically for a period of about two months; that <br />the recommendation in the report was unanimous with one <br />abstention; that the Committee agreed there was a need for <br />immediate action to afford additional paramedic services to <br />the citizens of Santa Ana, and requests that one van with a <br />minimum team of seven firemen go into service immediately. <br /> <br />Responding to Councilman Bricken, Fire Chief Gene Judd stated <br />that it would cost approximately $200,000 for the addition of <br />one team and van. <br /> <br />Mayor Evans stated that Mike Davis, the member of the Committee <br />who had filed a minority report, could not attend the meeting <br />and had requested the Mayor to report to the Council his <br />(Mr. Davis') opinion that the need had been established prior <br />to the Committee meetings; that any kind of input in regard <br />to free enterprise was absolutely ignored; and that members <br />of the group had already made up their minds as to what they <br />desired to accomplish. <br /> <br />Mr. Edward Mackessy, President of the Chamber of Commerce <br />praised the Fire Department for reducing fire insurance rates <br />for the businessmen of the community and expressed the <br />Chamber's support of another paramedic group in the City. <br /> <br />Mrs. Elliott further explained that the Committee recommenda- <br />tion included expansion of the paramedic program to transport <br />patients to the hospital, where necessary, for a service <br />charge that would enable the program to be partially self- <br />supporting. <br /> <br />Councilman Garthe moved, and Councilman Markel seconded, a <br />motion to instruct the City Attorney to prepare a measure, <br />for inclusion on the April 1 ballot, to increase the property <br />tax rate, in the amount needed to support the paramedic <br />requirement proposed knot to exceed 10~ per $100 assessed <br />valuation); and to authorize the City Manager to order a <br />van and the equipment for another unit and to place in priority <br />the training of a minimum paramedic team.
