AYES: Garthe, Markel <br /> <br />NOES: Griset, Ward, Evans, Yamamoto, Bricken <br /> <br />ABSENT: None <br /> <br />Prior to the vote on the motion, Councilman Yamamoto stated <br />that he could not support a motion to increase the property <br />tax rate and Councilman Bricken concurred, adding that the <br />proposal should be given a high priority in next year's <br />budget consideration. <br /> <br />The City Manager reminded Council that a Crime Commission <br />report is due very shortly and that the expanded paramedic <br />program might better be combined with the recommendations <br />of the Crime Commission for a total public safety picture <br />so that funding can be approached as a cost for total public <br />safety. <br /> <br />Councilmen Griset, Garthe and Yamamoto favored billing users <br />of the paramedic unit for ambulance service. Councilman <br />Ward suggested exploration of other ways of funding the <br />paramedic service. <br /> <br />Mayor Evans pointed out that there was no data about the <br />urgency of the need; and that perhaps the funds could be <br />budgeted. <br /> <br />Councilman Ward moved to refer the paramedic report to staff <br />to study funding of an additional paramedic unit by other <br />methods, including joint powers and ambulance charges; to <br />work on removing some of the arbitrary legislative barriers <br />of the County Health Officer and the State to facilitate the <br />program; and to review methods for reducing the workload <br />for the paramedics. The motion was seconded by Councilman <br />Bricken, and carried (6-1) with Councilman Markel dissenting. <br /> <br />CA 64.3 <br />CA 64.2 <br /> <br />RECESS <br /> <br />meeting at <br /> <br />4:45 P.M. <br /> <br />Mayor Evans recessed <br />the meeting for a <br />break at 4:35 P.M. <br />and reconvened the <br /> <br />INTER-COUNTY AIRPORT On motion by Council- <br />AUTHORITY man Garthe, seconded <br /> by Councilman Markel, <br /> the Council accepted <br />~5-2) the invitation of the Chairman of the Inter-County <br />Airport Authority to participate in determining if there is <br />an economically and environmentally feasible site to meet <br />the County's forecast needs for increased air transportation <br />services in the 1980's and beyond, subject to the following <br />modifications of the Joint Powers Agreement: <br /> <br />It is specifically understood that the City of <br />Santa Ana will not be liable for any costs con- <br />nected with the study; and, <br /> <br />Santa Ana will be included in the rotation of <br />providing a meeting place, legal counsel, etc., <br />in the same manner as the Cities of Stanton <br />and Chino do presently; and <br /> <br />CITY COUNCIL MINUTES 30 JANUARY 20, 1975 <br /> <br /> <br />
