ducing ambulance services; and that if there were sufficient <br />business, Schaefer's or others holding Certificates of Con- <br />venience and Necessity would use their Certificates by adding <br />ambulances. <br /> <br />There were no other opponents or proponents; the Clerk re- <br />ported there were no written communications~ the Mayor closed <br />the public hearing. <br /> <br />Councilman Yamamoto stated that he felt that the valid Certifi- <br />cates would be being used if there were sufficient business <br />to warrant their use. He also added that if the paramedic <br />fire unit were to begin transporting patients to the hospital <br />that the need for private ambulance service would be decreased <br />and that for those reasons he would oppose the application. <br /> <br />Councilman Markel suggested that there would be a hospital <br />opening soon on Tustin Avenue; and that there would be suffi- <br />cient demand for ambulance service to warrant issuance of the <br />Certificate. <br /> <br />Mayor Evans added that Council procedure is for testimony to <br />be heard by the Hearing Officer and he believes the Hearing <br />Officer has given very many more reasons to grant the Certifi- <br />cate than reasons presented not to grant it. Mayor Evans <br />expressed his desire to support the Hearing Officer's decision. <br /> <br />On motion by Councilman Ward, seconded by Councilman Bricken, <br />the Council voted (6-1) to approve the Proposed Decision of <br />the Hearing Officer, including the Findings and Conclusions <br />contained therein, and to instruct the Clerk of the Council <br />to issue a Certificate of Public Convenience and Necessity <br />for one ambulance permit to Jeffrey S. Levinson dba Conva- <br />Care Company subject to compliance with all applicable pro- <br />visions of the Municipal Code, with Councilman Yamamoto dis- <br />senting. CA 96 <br /> <br />BIKE LANES <br />REMOVAL OF PARKING <br />ON FIFTH STREET <br /> <br />Street between Euclid and Raitt <br />from both sides of Fifth Street <br /> <br />The Mayor opened the <br />public hearing regard- <br />ing the installation <br />of a bike lane on Fifth <br />and the removal of parking <br />from the Pacific Electric <br /> <br />Railroad to Euclid Street between 7:00 A.M. and 7:00 P.M. <br /> <br />Mayor Evans asked the Assistant Director of Public Works, <br />John Stevens, to give the Council any additional information <br />he might have. He stated that the results of the post card <br />survey indicated that 71% of the persons living or owning <br />property on Fifth Street in the area of the bike lane favored <br />the daytime only bike lane and the restriction of parking <br />during daytime hours. As a result of the notification of <br />all interested persons of the public hearing on the matter, <br />four responses in opposition to the bike trail and parking <br />restriction had been received from the following: <br /> <br /> Mrs. Stewart, 3512 West 5th Street <br /> Mr. Joe Genchi, Corner Market at 5th and Euclid <br /> Mr. Burnett, Wholesale Plumbing and Supply Company, <br /> 3621 West Fifth Street <br /> Mr. Jack Dexter, Amlings Nursery, 2420 ~est Fifth Street <br /> <br />and an indication of support from parents of the school chil- <br />dren was transmitted by Mr. Dave Siden, Santa Aha School <br />District. <br /> <br />In answer to Councilman Bricken's question regarding why only <br />one half of the distance requires parking restriction, Mr. <br />Joe Foust, Traffic Engineer, responded that where parking is <br />permitted there will be a five foot strip of asphalt pavement. <br /> <br />CITY COUNCIL MINUTES 35 JANUARY 20, 1975 <br /> <br /> <br />
