To Councilman Bricken's question asking for the total cost of <br />the project, Mr. Foust answered that the asphalt would cost <br />$10,000, the signing and striping $2,500 per mile, or a <br />total of approximately $17,000. <br /> <br />The Council heard comments in opposition to the bike trail <br />the parking restriction in conjunction therewith, from the <br />following: <br /> <br />or <br /> <br />Mr. Valdez, Flamingo Bar, 3642 West 5th Street <br />Mr. Orin Day, 701 East Avalon, General Manager, <br /> Anaheim Auto Salvage on 5th Street <br />Mr. C. Burnett, Wholesale Plumbing and Supply <br /> Company, 3621 West 5th Street <br />Mr. Jack Dexter, Amling's Greenhouse, 2420 West 5th <br />Mr. Elwood Waas, 3929 West 5th <br />Mr. Alex Lundstrom, 3109 Manitoba <br /> <br />The consensus was that they would favor the use of Hazard <br />Street as opposed to Fifth Street because of the width of <br />the street, the traffic hazard, and the availability of <br />park and school facilities on Hazard. Mr. Dexter is <br />generally opposed to the bike trail on Fifth because he <br />feels it would increase the incidence of vandalism which <br />he has experienced at the greenhouse facility. <br /> <br />There were no other opponents or proponents; the Clerk <br />reported there were no other written communications; and <br />the Mayor closed the public hearing. <br /> <br />Staff response to these comments, made by Mr. Joe Foust, <br />Traffic Engineer, was that moving a portion of the bike <br />lane to Hazard would produce a zig-zag course for the bike <br />riders; and that it would create additional cost to improve, <br />sign and stripe the north-south streets and to provide <br />traffic signals which would be necessary for the protection <br />of the riders. <br /> <br />Councilman Ward asked staff what the City has done to <br />increase safety in the area of Fifth and Euclid. Mr. Foust <br />said that at Sixteenth and Euclid and at Fifth and Euclid <br />staff proposed to illuminate the pedestrian crossing, zebra <br />stripe the crosswalks, reflectorize the lane marks, and <br />install sodium vapor lighting; and to illuminate the cross <br />walks at Seventh Street. <br /> <br />The Council instructed the City Attorney to prepare a Kesolu- <br />tion removing the parking and establishing the bike lane on <br />Fifth Street as recommended, on motion of Councilman Yamamoto, <br />seconded by Councilman Nard, and approved [6-1] with Council- <br />man Markel dissenting.
