NEGATIVE DECLARATION Mayor Evans asked <br />GENERAL PLAN ADDITION Chuck Zimmerman, <br />SCENIC CORRIDOR ELEMENT Planning Director, <br /> for a presentation <br />of the proposed Scenic Corridor Element of the City of <br />Santa Aha adding a Scenic Corridor Element to the General <br />Plan. <br /> <br />Mr. Zimmerman explained that the State requires several <br />General Plan elements, one of which is the Scenic Corridors <br />~lement; that although the original intent of the State <br />was to designate State highway routes as "scenic routes" <br />with the official state designation, it did not preclude <br />local agencies from developing and adopting local scenic <br />routes; because of the lack of existing and potentital <br />State "scenic highways", the plan identifies and considers <br />local scenic amenities and corridors for emphasis in this <br />Scenic Corridor Plan. Mr. Zimmerman asked Mr. Sundstrom <br />of the Planning Department to explain the key factors of <br />the Plan, which were described as 1) Linkages to parks, <br />2) Boulevard and parkway development, 3) Urban entrances, <br />4) State freeway system, 5) Railroad and utility rights <br />of way, and 5) The Bicycle Plan. <br /> <br />The Mayor opened the public hearing on the proposed Scenic <br />Corridor Element and the Negative Declaration therefor. <br />There were no comments from the audience. <br /> <br />Councilman Griset made, and Councilman Yamamoto seconded, <br />a motion to approve the Negative Declaration. The motion <br />carried unanimously. <br /> <br />On motion by Councilman Yamamoto, seconded by Councilman <br />Ward, the following Resolution was unanimously approved: <br /> <br />RESOLUTION NO. 75-14 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA ADDING A SCENIC <br />CORRIDORS ELEMENT TO THE GENERAL PLAN. <br /> <br />Councilman Griset made a motion seconded by Councilman Ward <br />to receive and file a Report from the Planning Director <br />dated January 6, 1975 regarding Landscaping of Raised <br />Medians on 17th Street, First Street, MacArthur Boulevard, <br />Bristol Street, Main Street, Flower Street, Warner <br />Avenue, Harbor Boulevard, and Grand Avenue. The motion <br />carried unanimously. CA 78.3f <br /> CA 29.14 <br /> <br />BIKE LANE When asked for a <br />CIVIC CENTER DRIVE staff presentation <br />PARKING REMOVAL by the Mayor, <br /> Ron Wolford, Public <br />Works Director, stated that Council had previously <br />reviewed the bike lane plan and had adopted it in concep- <br />tual form months ago following public hearings. He <br />indicated the routes of Phase I which have already been <br />constructed. He informed Council that a notification <br />procedure had been followed and 162 questionnaires were <br />distributed to the property owners and residents; after <br />reviewing the results, a compromise plan had been developed~ <br />with parking restricted on only one side of the street. <br /> <br />The Clerk advised the Mayor that no written communications <br />had been received; the Mayor then called for testimony from <br />the audience. <br /> <br />CITY COUNCIL MINUTES 54 FEBRUARY 3, 1975 <br /> <br /> <br />
