The following persons spoke in opposition to the proposed <br />removal of parking: <br /> <br />Victor Rivera, 1532 Civic Center Drive West <br />John Fuentes, 1416 Civic Center Drive West, Principal <br /> of Taft School <br />Ignacio de Gonzalez, 2205 Civic Center Drive West <br />Tony Sanchez, 1420 Civic Center Drive West <br /> <br />Councilmen Ward, Yamamoto and Griset expressed their concern <br />for the high bicycle accident rate and their feeling that <br />the benefits of the bike lane exceeded the inconvenience <br />of the few whose parking would be restricted. Councilman <br />Yamamoto made, and Councilman Ward seconded, a motion to <br />instruct the City Attorney to prepare a resolution approving <br />the bike lane on Civic Center Drive and the removal of park- <br />ing along the south side and limited segments of the north <br />side between Fairview and Flower Streets, and to instruct <br />the staff to provide some sort of answer for Mr. Victor Ri- <br />vera's particular parking needs due to his wheelchair con- <br />finement. The motion failed (3-4), with Councilmen Garthe, <br />Markel and Bricken, and Mayor Evans dissenting. <br /> <br />Councilman Garthe expressed concern for those persons on <br />Civic Center Drive who had previously given up property <br />for the widening of Civic Center Drive and who now were <br />being asked to give up parking on the street. Councilman <br />Bricken favored a bike path through the Civic Center Plaza <br />and further routes to be coordinated with redevelopment. <br /> <br />Councilman Ward suggested that an alternate route be con- <br />sidered to replace the bike lane proposed for Civic Center <br />Drive, and requested a study session for further discussion <br />of the matter. The staff responded that an alternate <br />plan could be developed for Santa Aha Boulevard, but would <br />require elimination of parking on both sides. CA 18.6 <br /> <br />RECESS <br /> <br />all members present. <br /> <br />The Mayor declared <br />a recess at 9:30 P.M.; <br />the Council reconvened <br />at 9:40 P.M. with <br /> <br />PUBLIC HEARING Wade Herrin asked <br />17TH STREET MEDIAN Council to continue <br />ROSS TO MAIN STREET Agenda Item #73, 17th <br /> Street Median, to <br />the Council meeting of February 18, 1975. The Council <br />unanimously carried Councilman Griset's motion, seconded <br />by Councilman Garthe, to continue the matter as requested. <br /> CA 29.14 <br /> <br />PUBLIC HEARING Mayor Evans announced <br />COMMUNITY DEVELOPMENT that this was the time <br />THREE-YEAR PLAN and place for the <br /> combined public hear- <br />ings for the Negative Declaration and the Community Develop- <br />ment Three-Year Plan and the Application for funds under <br />the Housing and Community Development Act of 1974. <br /> <br />The City Manager stated that since the Negative Declaration <br />is concerned with a plan, there is no discernible impact <br />to the environment; and that Negative Declarations or <br />Environmental Impact Reports would be prepared for each <br />particular project of the plan presented to Council in the <br />future. <br /> <br />CITY COUNCIL MINUTES 55 FEBRUARY 3, 1975 <br /> <br /> <br />
