Redevelopment Program; and that EDA (Economic Development <br />Administration) funds be sought by application so that <br />the CD funds could be used exclusively for Community <br />Development because there is not enough money. <br /> <br />Ms. Gallegos expressed dissatisfaction with the school, the <br />park and the pool provided for the Delhi Area. <br /> <br />Mr. Valenzuela favored moving the Corporation Yard because <br />of the accident potential from too many trucks in and out <br />of the area. <br /> <br />Mr. Uno opposed 40 per cent of the funds being spent in the <br />downtown Redevelopment Area when other areas needed immediate <br />relief. <br /> <br />Mr. Nalle spoke in favor of the funds allocated for the <br />downtown area to improve the tax income by attracting new <br />business into the downtown area. <br /> <br />Mr. Hall concurred, stating that the City needs the tax base <br />from the commercial district or the cost of City services <br />must be borne by the individual homeowner. <br /> <br />Ms. Esparza stated that Delhi could wait to move the Corpora- <br />tion Yard. <br /> <br />Ms. Daniels stated that local Human Relations Commissions <br />have the option of reviewing Community Development Plans and <br />would be reviewing Santa Ana's Plan. She suggested that <br />citizens contact the Commission. <br /> <br />There were no further opponents or proponents and the Mayor <br />closed the hearing. <br /> <br />The City Manager pointed out that the Central City (downtown) <br />statistically has the highest percentage of families below <br />the poverty level, of the unemployed, of families receiving <br />public assistance, of overcrowding, highschool dropouts, <br />density per residential acre - Orange County's social disas- <br />ter area. <br /> <br />Councilman Garthe moved to receive and file the Negative <br />Declaration, including all relative comments. The motion <br />was seconded by Councilman Bricken and carried unanimously. <br /> <br />The following resolution was read by title only by the Clerk <br />following a unanimously carried motion by Councilman Bricken, <br />seconded by Councilman Garthe, to waive full reading and <br />adopt by title only: <br /> <br />RESOLUTION NO. 75-8 - A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA APPROVING A <br />THREE-YEAR HOUSING AND COMMUNITY DEVELOPMENT PLAN <br />FOR THE CITY OF SANTA ANA, AND AUTHORIZING <br />AND DIRECTING THE CITY MANAGER TO TAKE ALL NECES- <br />SARY STEPS TO FILE SAID PLAN AND AN APPLICATION <br />FOR FEDERAL ASSISTANCE IN CONFORMANCE WITH SAID <br />PLAN WITH THE DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT UNDER THE HOUSING AND COMMUNITY <br />DEVELOPMENT ACT OF 1974, APPROVING AND ADOPTING <br />A NEGATIVE DECLARATION FOR SAID PLAN AND SAID <br />APPLICATION, AND DIRECTING AND DESIGNATING THE <br />CITY MANAGER AS THE AUTHORIZED REPRESENTATIVE <br />OF THE CITY OF SANTA ANA TO ACT IN CONNECTION <br />WITH THE AFORESAID APPLICATION AND TO PROVIDE <br />SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED <br />BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. <br /> <br />CITY COUNCIL MINUTES 57 FEBRUARY 3, 1975 <br /> <br /> <br />
