City Manager Spragg referred to his written report to Council <br />dated January 31, 1975, and described the proposed plan <br />for use of the Community Development Funds ($4,670,000 <br />for the three years commencing 1975 through 1978, and <br />$7,200,000 for the three years commencing 1978 through <br />1981 for a total of $11,870,000) allocated under the <br />Federal Housing and Community Development Act of 1974. <br />He stated that the Plan is divided into nine Program <br />Categories as follows: <br /> <br />1. Development of Neighborhood Plans <br />2. Redevelopment Project <br />3. Senior Citizens Housing Project <br />4. Water System <br />5. Housing Replacement Program: <br /> A. Central City Area <br /> B. Other Areas <br />6. Rehabilitation Loans <br />7. Neighborhood Improvements <br />8. C-5-F Storm Drain <br />9. Contingency & Administration <br /> <br />He stated further that no specific plans have been considered <br />in the Delhi Area except the eventual moving of the Corpora- <br />tion Yard to the Fruit Street area which cannot be accomplished <br />for two to three years; that the City will not propose any <br />redevelopment project which does not meet with the approval <br />of the residents of the area. <br /> <br />The City Manager concluded by describing in greater detail <br />the nine proposed programs as set forth in Exhibit B of <br />Resolution No. 75-8, stating that the thrust is to preserve <br />and improve the housing conditions in the City, to make <br />the environment better, and to arrest blight and slums; <br />that the staff proposes to work with citizens advisory <br />groups and to seek their input and support for the programs. <br /> <br />Mayor ~vans invited comments from the audience on both the <br />Negative Declaration and the Community Development Three- <br />Year Plan. The following persons spoke: <br /> <br />John Saavedra, 2219 S. Cedar, representing Delhi Homeowners <br /> Association <br />Ray Villa, 2106 N. Bristol Street <br />Gloria Gallegos, 2331 S. Evergreen <br />Mr. Valenzuela, 418 E. Stanford <br />Roy Uno, 4405 Sunswept <br />Alex Nalle, 2212 N. Flower <br />Billy C. Hall, representing the City Center Association <br />Josephine Esparza, 625 Adams <br />Dana Daniels, Orange County Human Relations Commission <br /> <br />Although no overall opposition to the Negative Declaration <br />or the Three-Year Plan was expressed, John Saavedra spoke <br />for the residents of the Delhi Area in opposition to the <br />formation of a Redevelopment Project Area in the Delhi Community, <br />and filed with the Clerk of the Council an eight page 'petition <br />signed by area residents requesting the City Council to reject <br />any plans, studies, or recommendations to create a Redevelopment <br />Project in the area. He also requested establishment of a <br />community advisory board, for the use of Community Development <br />funds within the area, as soon as possible. <br /> <br />Mr. Villa asked who would be administering the Community <br />oevelopment funds and he suggested that it should be the <br />Community Relations division of the Manager's staff because <br />it does deal with housing.
