FINAL ENVIRONMENTAL The Final Environmental <br />IMPACT STATEMENT & SUPPLEMENT Impact Statement and <br />FREEWAY - BROADWAY & MAIN Supplement for the <br /> Santa Ana Freeway pro- <br />ject at Broadway and Main Street, prepared by the California <br />Department of Transportation, was received and filed by the <br />Council on motion of Councilman Griset, seconded by Councilman <br />Ward, and unanimously approved (6-0). CA 29.10 <br /> <br />UNDERGROUND UTILITIES <br />PROGRAM <br />STATUS REPORT <br /> <br />(6-0) on Councilman Griset's motion, <br />Ward. <br /> <br /> The proposed underground <br /> utility program for the <br /> period 1976 to 1980 was <br />approved unanimously <br />seconded by Councilman <br /> CA 134 <br /> <br />Councilman Bricken returned to the dais at 4:10 P.M. <br /> <br />REQUEST FOR INCREASE On the motion of Council- <br />COMMERCIAL TRASH man Griset, seconded by <br />CONTAINER RATES Councilman Garthe, the <br /> Council approved C6-0) <br />the adoption of the commercial trash container monthly rates <br />submitted by staff in Exhibit A of its report dated February <br />12, 1975; that these rates will remain in effect until the <br />end of the calendar year 1975. Councilman Ward opposed the <br />motion. <br /> <br />The staff report to Council included the facts that there had <br />been no increase in commercial trash container rates for 3-1/2 <br />years; that the Consumer Price Index warranted a raise of <br />30-35%; that the contractor, Great Western Reclamation, was <br />in the midst of a labor negotiation which would undoubtedly <br />conclude in a raise in labor cost; that the 23% raise in rates <br />proposed by staff and agreed to by the contractor would be <br />a fair settlement. Councilman Ward's motion to adopt the <br />19.8% increase proposed by staff in its report dated February <br />12 failed for lack of a second. A-8-12-63 <br /> <br />RECESS - REDEVELOPMENT At 4:20 P.M. the Mayor <br />AGENCY MEETING declared a recess of <br /> the City Council meet- <br /> ing; when Council <br />reconvened, the Mayor recessed the City Council meeting at <br />4:30 P.M. to convene the Redevelopment Agency meeting; <br />Council reconvened at 4:45 P.M., with all Councilmen present. <br /> <br />OROINANCE ~S-1248 - PERMIT FEES AN ORDINANCE OF THE <br />ORDINANCE NS-1254 - BUILDING CITY COUNCIL OF THE <br />MOVING FEES CITY OF SANTA ANA <br /> AMENDING SECTION 33-31 <br />OF THE SANTA ANA MUNICIPAL CODE PERTAINING TO FEES FOR <br />PERMITS FOR CONSTRUCTION AND REPAIR OF STREET IMPROVEMENTS <br />was placed on first reading on motion of Councilman Griset, <br />seconded by Councilman Bricken and carried (6-1) with Council- <br />man Markel dissenting. <br /> <br />ORolNANCE NS-1254 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF sANTA ANA AMENDING SECTION 8-1801 OF THE SANTA ANA <br />MUNICIPAL CODE AND REPEALING SECTION 8-1802 OF THE SANTA ANA <br />MUNICIPAL CODE PERTAINING TO FEES FOR MOVING BUILDINGS was <br />placed on first reading on motion of Councilman Griset, <br />seconded by Councilman Bricken and carried (6-1), with <br />Councilman Markel dissenting. <br /> <br />CITY COUNCIL MINUTES 68 FEBRUARY 18, 1975 <br /> <br /> <br />
