MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 24, 1975 <br /> <br />The Adjourned Regular Meeting of the City Council was called <br />to order at 4:30 P.M., by Mayor Vernon S. Evans, in Room 831, <br />City Hall, 20 Civic Center Plaza. Proper Notice and Posting <br />of the meeting had been given with affidavits on file in <br />the office of the Clerk of the Council. Following the Pledge <br />of Allegiance, roll call was answered by: Councilmen J. Ogden <br />Markel, Gordon Bricken, Harry K. Yamamoto, John Garthe, James £. <br />Ward, Lorin Griset, and Mayor Vernon S. Evans. Also present <br />were City Manager Bruce C. Spragg, City Attorney James A. <br />Withers, Chief of Police Raymond Davis, Fire Chief Eugene Judd, <br />Finance Director Lawrence Shaffer, Citizens' Crime Prevention <br />Commission Chairman Wyatt Frieson, representatives of the press, <br />and Florence I. Malone, Clerk of the Council. <br /> <br />ORANGE COUNTY Council approved in <br />MANPOWER COMMISSION principle a proposed <br /> amendment to the Joint <br /> Powers Agreement for <br />the Orange County Manpower Commission, consisting of the <br />following individual Prime Sponsor designees: County of <br />Orange, City of Garden Grove, City of Anaheim, City of Hunt- <br />ington Beach, and the City of Santa Aha by unanimous informal <br />agreement. This action followed an oral presentation by the <br />City Manager describing the purpose of the amendment, which <br />would strengthen the review process to provide more control <br />over allocated formula funds and the need for execution of <br />the amendment agreement by all parties prior to March 1, <br />1975. The City Manager stated that the agreement would be <br />carried on the March 10 Council Agenda for ratification of <br />the execution by the Mayor and Clerk. A-75-16 <br /> <br />SCAG Council considered <br /> a letter dated <br /> February 14, 1975 <br /> from Los Angeles <br />County Board of Supervisors member Pete Schabarum regarding <br />the proposed transformation of the Southern California <br />Association of Governments into a statutory agency with <br />membership being mandatory for all cities and counties. <br /> <br />The Council concurred with Mr. Schabarum that SCAG should <br />be allowed to continue to function as it has in the past, <br />without the addition of any new powers or functions and <br />Vice Mayor Yamamoto was instructed to represent this posi- <br />tion at the forthcoming Genral Meeting of SCAG, on the <br />unanimously approved motion of Councilman Ward, seconded <br />by Councilman Griset. CA 141 <br /> <br />PROPOSED COUNTY Council by informal <br />HEALTH BUILDING agreement approved <br /> the City Manager's <br /> recommendation to <br />submit a competitive proposal to the County on or before <br />Friday, February 28, offering alternative sites for the <br />proposed County Health Center in the Redevelopment Project <br />Area.
