REDEVELOPMENT Mr. Jack Moss <br />PROJECT AREA COMMITTEE was appointed to <br /> the Redevelopment <br /> Project Area <br />Committee to replace Merry Lindros for a term expiring <br />June 30, 1975, on the unanimously approved motion of <br />Councilman Griset, seconded by Councilman Ward. <br /> <br />CA 82.3 <br /> <br />CITIZENS CRIME PREVENTION Mayor Evans proposed <br />COMMISSION REPORT that Council consider <br /> the Commission's <br /> principal recommenda- <br />tions; i.e., increasing the Police Department personnel <br />by authorizing the employment of 88 more sworn and non-sworn <br />positions, and implementing the team policing concept. <br /> <br />Chief ~avis presented a brief review of Governor Jerry <br />Brown's comments regarding the ineffectiveness of the Criminal <br />Justice Council System funding programs and their impact on <br />the crime rate in California in response to Councilman <br />Bricken's request. <br /> <br />The City Manager distributed a report dated February 24, <br />1975, on past, present and projected operating expenses of <br />the Police Department and on the cost of paramedic services, <br />including a matrix of possible tax revenues and the impact <br />of possible tax rate increases. Discussion of the report <br />ensued. <br /> <br />Councilman Bricken requested staff to provide information <br />regarding budget trade-offs, including services, that would <br />provide the money needed to fund the team policing concept. <br /> <br />Council tentatively continued discussion of the matter to <br />Tuesday, March 11, 1975, at 7:00 P.M., in Room 831 of the <br />City Hall. CA 47.8 <br /> CA 64.2 <br /> <br />17TH STREET MEDIAN Councilman Garthe <br /> moved to reconsider <br /> the action taken by <br /> the City Council on <br />February 18, 1975, to construct a raised, landscaped median <br />on 17th Street between Ross and Main Streets. The motion <br />was seconded by Mayor Evans and carried on the following <br />roll call vote: <br /> <br />AYES: Markel, Bricken, Evans, Garthe <br /> <br />NOES: Yamamoto, Ward, Griset <br /> <br />ABSENT: None <br /> <br />Councilman Garthe proposed that staff consider a redesign <br />that would change the traffic signalization and provide for <br />a "U" turn onto Durant Street for east and westbound traffic; <br />and that this would be more acceptable to the businessmen <br />who are affected by the median. <br /> <br />The Mayor instructed the Clerk to carry the item for recon- <br />sideration of the motion on the March 10 Council Agenda.
