DISENFRANCHISEMENT & DEPRIVATION Doris M. Felman <br />OF STATE SENATORIAL REPRESENTA- requeste8 Council to <br />TION OF OVER 400,000 consider a Resolution <br />ORANGE COUNTY RESIDENTS to join her in a Federal <br /> District Court action, <br />and to share a portion of the costs along with other interested <br />cities to force an election for State Senatorial District No. <br />3?, formulated as a result of reapportionment, but without a <br />representative until the election in November, 1976. She <br />stated that, in effect, 400,000 people will be without repre- <br />sentation until January, 1977. <br /> <br />A motion by Councilman Yamamoto, seconded by Councilman Griset, <br />to refer the matter to staff for investigation and report <br />failed when Councilman Griset withdrew his second to the motion. <br /> <br />Councilman Bricken pointed out that the political parties in <br />the area must have an opinion on this matter, while Mayor <br />Evans suggested that Mrs. Felman approach the League of Cities <br />with the request. <br /> <br />A motion to continue the matter to March 17, was made by <br />Councilman Ward, seconded by Councilman Yamamoto and unani- <br />mously approved. CA <br /> <br />57 <br /> <br />PROPOSED CORPORATION YARD It was moved by <br />FRUIT STREET WEST OF Councilman Yamamote, <br />GRAND AVENUE seconded by Council- <br /> man &arthe, and <br />unanimously carried that this matter be continued to the <br />next Council meeting March 17, 1975. CA 99 <br /> <br />ORAL COMMUNICATION Ms. Isbell appeared <br />NEREIDA ISBELL before Council to <br />ABC APPLICATION PROTEST state that she had <br /> applied for a wine <br />license, Type "42", that she had remodeled her place of <br />business, "The Body Shop", 701 North Harbor; and that she <br />has had no arrests. She requested Council to reconsider its <br />protest of her Alcoholic Beverage License Control Application. <br /> <br />Mr. Withers, City Attorney, advised Council that there had <br />been no staff recommendation for a protest, and that it had <br />been initiated by Council. <br /> <br />Councilman Garthe made the motion~ Councilman Bricken <br />seconded, to carry this request on the March 17 agenda for <br />reconsideration and review of the facts; the motion carried <br />(6-1) with Councilman Y~amamoto dissenting. CA 146.1 <br /> <br />RECESS At 5;45 P,M. Mayor <br /> Evans recessed the <br /> meeting for dinner <br /> at the Ancient <br />Mariner and reconvened at 7;30 P.M. with Councilmen Griset, <br />Ward and Bricken absent.
