There were no proponents or opponents,the Clerkreported <br />there were no written communications, and the public hear- <br />ing was closed by the Mayor. <br /> <br />ORDINANCE NS-1249 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AMENDING SANTA ANA MUNICIPAL CODE SECTION <br />34-193 RELATING TO LOCAL DRAINAGE AREA FEE SCHEDULE was <br />placed on first reading on the unanimously carried <br />motion of Councilman Yamamoto, seconded by Councilman <br />Bricken. CA 70 <br /> <br />PETITION FOR TRAFFIC A citizens presenta- <br />SIGNAL AT MAC ARTHUR tion for a traffic <br />& TOWNER signal at MacArthur <br /> and Towner was led <br />by Mrs. Judy Loveland, 1109 West Curry, and Mrs. Janet <br />Newton, 5401 South Towner, in which:they pointed out that <br />the traffic on MacArthur travels at about 45 miles per hour <br />and that the stopping distance at that speed is over 120'; <br />that from this general area, 881 children attend Taft School; <br />1,540 children attend McFadden School and 2,490 students <br />attend Saddleback, and this does not include the pre-school <br />children; that the children have waited a long time for <br />MacArthur Park to be completed, and that the parents want <br />their children to be able to use the park; that the children <br />will be out of school by the middle of 3une, and tko s~gnal <br />is needed by the Fire Department located at that intersection <br />as well as by the citizens of the area. <br /> <br />Also speaking in favor of the traffic signal were: <br /> <br />Ron Young, 1130 West Curry <br />Kirk Hindley, 5305 Towner <br />Don Jefferson, 922 W. Columbine <br /> <br />The possibility of installing a temporary signal~ tke lengtk <br />of time it takes to install a signal, and a stop sign instal- <br />lation were discussed. <br /> <br />Councilman Bricken moved to authorize the Director of public <br />Works to initiate the immediate installation of a traffic <br />signal at the intersection of MacArthur and Towner$ to <br />authorize the City Manager to make the necessary, budget <br />transfers from other projects or funds; and to instruct th_e <br />Director of Public Works to determine the best solut~oR for <br />a temporary traffic control at the intersection, and imple- <br />ment that decision as soon as possible. The motion was <br />seconded by Mayor Evans, and carried ~-2] witk Councilmon <br />Garthe and Yamamoto dissenting.
