The <br />new Federal court faCilities are scheduled for completion in 1997. <br /> <br />Downtown Santa Ana and Fleslil Markelplace <br /> <br />Downtown Sanla Ana has emerged as a major shopping and offiœ <br />area specializing in Latino-oriented businesses and government <br />offices, Coupled with its relatively easy mass Iransit access and <br />cenlral location in the County's primaty conœnlraUon of Latinos, this <br />area Will tikely continue as a major shopping district, and will <br />significantly affect activily patterns and uses in the Midtown plaMing <br />area, Recent Irends towards locating technical schools in the <br />southern portions of the planning area are, amongst other influences, <br />an indication of its easy access and the nearby location 01 the <br />Downtown shopping dis!licl <br /> <br />Civic Center Complex <br /> <br />The concenlration of local, Slate and Federal government offICes in <br />the Civic Center Complex is fell throughout the planning area. A <br />survey of major office buildings in the Midtown area shows that a <br />large number of Federal and Counly agencies have located in the <br />planning area, If government services expand, additional demand for <br />relatively inexpensive office space may be fell in the planning area. <br />However, the short. and mid. term trend will be towards reo <br />consorKlating governmentai services inlo the Civic Center complex. <br />This WI] draw users ~y from Ule Midtown planning area, and could <br />increase the already high vacancy rates in the high rise buildings <br />south of Washington Streel <br /> <br />Regional Transportation Center (RTC) Complex <br /> <br />The RTC at the intersection of Santa Ma Boulevard and Santlago <br />Avenue could emerge as a major node of urban activily as the new <br />METROUNK system gains Íidership, and as rail Iransit links are <br />provided with the downtown/civic center complex and the rest of <br />Orange Counly. Future land uses in the RTC area are presently <br />being planned.
