Prior to the vote on the motion, Assistant City Attorney <br />Liberto joined the meeting and indicated his willingness <br />to accept the appointment on the terms stated. <br /> <br />In addition, Mr. Withers stated that Mr. Liberto was em- <br />inently qualified for the appointment on both an interim <br />and permanent basis; that he (Mr. Withers) was leaving the <br />City a very fine staff and there should be no apprehension <br />whatsoever as to the quality of legal representation it <br />will receive during the interim period. <br /> <br />Mayor Evans directed the City Manager to develop procedures <br />immediately to recruit a City Attorney, and to present them <br />for City Council approval at its April 14 meeting.
