GREENBELT PROGRAM STATUS RESOLUTION 75-5 A <br />RESOLUTION 75-53 RESOLUTION OF THE <br /> CITY COUNCIL OF THE <br /> CITY OF SANTA ANA <br />WITHDRAWING FROM THE SANTA ANA RIVER AND SANTIAGO CREEK <br />GREENBELT COMMISSION was adopted on motion of Councilman <br />Yamamoto, seconded by Councilman Ward and carried on the <br />following roll call vote: <br /> <br />AYES: Yamamoto, Ward, Bricken, Ortiz, Garthe ~ <br /> <br />NOES: Evans, Brandt <br /> <br />ABSENT: None <br /> <br />The adoption of the Resolution followed a unanimously approved <br />(7-0) motion by Councilman Yamamoto, seconded by Councilman <br />Evans, to waive full reading of the Resolution and to adopt <br />by title only. <br /> <br />In a separate motion, the Council supported the concept of a <br />County-wide Greenbelt implemented by interested cities and <br />other public agencies; and adopted a policy to continue the <br />City's leadership role in implementing a Greenbelt Plan in <br />further cooperation with those agencies already involved, on <br />motion by Councilman Ward, seconded by Councilman Bricken, <br />with Councilman Evans dissenting. <br /> <br />Prior to the motions, Council received a report from the Direc- <br />tor of Planning dated April 16, describing the status of the <br />Greenbelt Program and recommending the City's withdrawal from <br />the Greenbelt Commission effective July l, 1975. <br /> <br />Mr. Jack Berger, Coordinator of the Greenbelt Commission, <br />stated that the Commission desires that Santa Ana maintain <br />its membership; that the City is physically located in the <br />heart of the Greenbelt Corridor; that it is essential that <br />Santa Ana participate within the Commission, cooperating on <br />a coordinated basis to allow an effective and realistic <br />value development of an implementation plan. <br /> <br />He added that the Intergovernmental Coordinating Council, con- <br />sisting of 26 cities, only l0 of which are involved in the <br />Greenbelt Corridor, is not the proper body to carry out the <br />needs of the Greenbelt Program; that there has been marked <br />progress, not only with the City of Santa Ana, hut with some <br />of its neighbors; that Santa Ana's withdrawal would be most <br />untimely because of the programs scheduled for funding and <br />implementation in the very near future and because of a real <br />genuine surge of cooperation among neighboring cities in the <br />program. <br /> <br />Acting City Attorney Charles Liberto advised that the Joint <br />Powers Agreement required a member to file a resolution <br />indicating its intention to withdraw on or before May 1 of <br />any year to avoid paying the assessment. Little, Inc., was received and scheduled for considera- <br />tion at a study session on Tuesday, May 6, 1975, from <br />?:00 to 10:00 P.M., in Room 851, City Hall, on the <br />unanimously approved motion of Councilman Evans, seconded <br />by Councilman Bricken.
