CA 9.5 <br /> <br />COMMUNITY SPOTLIGHT Mrs. Boydston, <br />SANTA ANA WOMANS CLUB representing the <br /> Santa Aha Womans <br /> Club, was pre- <br />sented with a City Emblem plaque by Mayor Garthe, following <br />a presentation describing the Club's programs and activities. <br /> CA 9.5 <br /> <br />COMMUNITY REDEVELOPMENT Mr. James Orr, <br />COMMISSION APPOINTMENT 1902 North Louise, <br />JAMES ORR was appointed to <br /> the Redevelopment <br />Commission to fill the unexpired term of Councilman Gor- <br />don Bricken for a period ending June 50, 1976, on the <br />unanimously approved motion of Councilman Evans, seconded <br />by Councilman Bricken. <br /> <br />The Clerk of the Council administered the oath of office <br />to Mr. Orr. CA 82.1 <br /> <br />PUBLIC HEARING Mayor Garthe stated <br />AMENDMENT TO GENERAL PLAN that this was the <br />ENVIRONMENTAL IMPACT REPORT time and place <br />NOISE ELEMENT scheduled for the <br /> public hearing to <br />consider the Environmental Impact Report and the Noise <br />Element Amendment to the General Plan, recommended by <br />Planning Commission Resolution No. 6068, and mandated by <br />State legislation. <br /> <br />Councilman Bricken left the dais because of a conflict of <br />interest, due to his employment by Olson Laboratories, <br />who had assisted in the preparation of the technical data <br />included in the background report for the proposed element. <br /> <br />The Planning Director orally reviewed his report dated <br />April 1S, stating that the staff had prepared the element <br />pursuant to State guidelines, in accordance with the State <br />law; and that the element when implemented would improve <br />the health and welfare of the City's residents, through <br />a realistic approach based on current physical, legislative <br />and financial environment.
