Prior to adoption of the Resolution, Mr. 'Hall, Executive <br />Director of the City Center Association, stated that a <br />minimum of 27,723.Santa Aha residents belong to the Garden <br />Grove School District; that those residents would be sub- <br />ject to additional taxes and would not be able to attend <br />Santa Ana College if Proposition A is passed; and that <br />passage of Proposition B would permit the State to place <br />the residents within a particular junior college district; <br />presumably Rancho Santiago, which would serve to further <br />unite the City's residents. <br /> <br />CA 38 <br /> <br />RECESS' <br /> <br />4:43 P.M. <br /> <br />At 4:18 P.M. the <br />Mayor recessed <br />the meeting~ and <br />reconvened at <br /> <br />REDEVELOPMENT PROJECT On the unanimously <br />AREA COMMITTEE carried (7-0) motion <br />APPOINTMENTS of Councilman Ward, <br /> ~ seconded by <br />Councilman .Yamamoto, Steven Ahlquist-and Warren Bunge <br />were appointed to the Community Redevelopment Project Area <br />Committee. <br /> <br />David Ricker and Michael Dombrowski were als.o appointed to <br />the Project Area Committee on the motion of Councilman Evans, <br />seconded by Councilman Brandt, and carried (4-3), with <br />Councilmen Yamamoto, Ortiz and Bricken dissenting. <br /> <br />In response to a Council question regarding the appointment <br />of persons to a Project Area Committee who do not live in <br />the proposed or present Project Area, Charles Liberto, Act- <br />ing City Attorney, advised Council that the appointee may <br />be a resident, may be in business, or may.be on the Board <br />of Directors of an organization, the principal office of <br />which is located in the proposed or present Project Area. <br /> <br />Councilman Bricken explained that his negative vote was <br />because of his concern that residents of the Project Area <br />be the first considered for membership. The Youth Counseling <br />REVEREND CARLOS ABERNATHY Program proposed <br /> for the City by the <br /> Reverend Carlos <br />Abernathy was referred to staff for investigation and <br />report, on motion of Councilman Bricken, seconded by <br />Councilman Ward and carried (5-2), with Councilman Brandt <br />and Mayor Garthe dissenting. <br /> <br />Prior to the motion Reverend Carlos Abernathy, 249 N. Manelna <br />Drive, Orange, stated that his program is designed to alleviate <br />family and drug related crises through preventive counseling <br />with a staff of trained Melodyland counselors; that it would <br />reduce incarceration in jail and juvenile hall; that he <br />has applied for County Revenue Sharing funds to fund the <br />program estimated at $200,000 per year; that he proposes <br />to establish a location at 207 North Broadway, employing <br />six senior counselors; and that he has recommendations <br />from the Santa Aha Human Relations Commission, Charlton <br />Boyd, former Mayor of Laguna Beach, and several.churches, <br />including the Salvation Army. · <br /> <br />CITY COUNCIL MINUTES 182 MAY 5, 1975 <br /> <br /> <br />
