He stated further that in-kind service would be acceptable <br />for the City's share of any County revenue sharing funds <br />that may be obtained; that if the City would agree to pro- <br />vide park and recreation and other facilities, and put <br />a value on that use, the County.would look more favorably <br />upon the revenue sharing request; that the County will not <br />support a program within the City if the City does not <br />support the program in concept, and in-kind services; and <br />that the Criminal Justice Council has also shown some <br />interest in funding part of the program. <br /> <br />Council consensus was that the staff report should include <br />consideration of a coordinated program, inasmuch as Police <br />Chief Davis stated that the Police Department had also <br />applied for County revenue sharing for a similar program; <br />the extent-to which park and recreational facilities and <br />personnel would be used; and the effect, if any, upon the <br />scheduling of other park and recreational activities for <br />the rest of the community. CA l12A <br /> CA 140.5 <br /> <br />YOUTH COUNSELING PROGRAM The Youth Counseling <br />VIA TRANSCENDENTAL MEDITATION Program through <br /> Transcendental <br /> Meditation, proposed <br />by Mr. Stephen Est~ada, 1106 South Rita Way, was referred <br />to staff for investigation and report, on motion of <br />Councilman Ward, seconded by Councilman Bricken, and <br />carried [6-1), with Councilman Brandt dissenting. <br /> <br />Prior to the motion, Mr; Estrada requested permission to <br />use the City Emblem on the cover of a research pamphlet he <br />is preparing for the City Council relative to juvenile crime <br />and its prevention or rehabilitation through the practical <br />aspect of transcendental meditation, and to present his <br />pamphlet to Council at its June 2 meeting, with a complete <br />description of the program, which would require approximately <br />one hour. <br /> <br />Mr. Stewart Zimmerman, Chairman of the American Foundation <br />of Creative Intelligence stated that transcendental meditation <br />includes the theory that each individual has the ability, <br />on his own, without any help, except for some instruction, <br />to develop his full potential mentally and to insure his <br />good health through a simple and natural practice; that there <br />are presently two centers in Orange County. OGDEN MARKEL 1814 South Parton, <br /> suggested that the <br />Council appoint a Charter Review Committee to review, <br />revise and update the Charter of the City of Santa Ana, <br />which was adopted in 1952 when there were only about 55,000 <br />citizens served by four Boards or Commissions, and the <br />salaries of Councilmen was $75 per month.
