Conditions reflect those approved for <br />the Santiago Lofts project. <br /> <br />The interior building amenity package should be submitted and <br />approved prior to building permits. Language has been added <br />to Condition A.6. of both the tentative tract map and <br />conditional use permit to include prior to issuance of <br />building permits. <br /> <br />CC&Rs should require professional management of the Homeowners <br />Association to maintain the high quality of the project. The <br />Conditional Use Permit (Condition 12) and Tentative Tract Map <br />(Condition 2) have been modified to address the comment. <br /> <br />Staff Comments on Applicant's Responses <br /> <br />Certain items within the applicant's October 25, 2004 booklet <br />differed from its August 2004 booklet. Accordingly, the <br />applicant has submitted a matrix (Exhibit 14) outlining <br />differences and the reason for the changes. Staff has <br />reviewed the matrix and offers the following comments: <br /> <br />1.) Retail Center.
