<br />EIR No. 2004-01; ZOA No. 2004-06; <br />DA No. 2004-04; CUP No. 2004-28; <br />VTTM No. 2004-06; and SPR No. 2004-05 <br />February 22, 2005 <br />Page 5 <br /> <br />B) Amend Page 19 of Specific Development to prohibit parking and <br />storage of boats, trailers and recreational vehicles on site. <br />C) Amend Page 28 of Specific Development to prohibit use of <br />opaque/painted glass in retail uses so as to maintain <br />transparency and the pedestrian orientation of the project. <br />D) Place a restriction on the use of the cultural in-lieu fees <br />towards development or construction of a theater. <br />E) Add a mitigation measure to change the hours of construction to <br />7:30 a.m. to - 4:30 p.m. Monday through Saturday. <br />F) Require an In-lieu park fee to be paid by the developer and used <br />within the northeast quadrant of the city and keep park fees <br />within Santiago Park. <br />G) Require a crosswalk and associated traffic signal at Crescent and <br />Memory Lane leading towards Santiago Park. <br /> <br />All conditions of approval are outlined in the attached staff report <br />(Exhibit A) . <br /> <br />FISCAL IMPACT <br /> <br />The project, with approval of the development agreement, will provide a <br />positive fiscal impact to the city. The fees anticipated are as follows: <br /> <br />· Cultural in-lieu fee - $400,000 <br />· Inclusionary Housing Fee - $3,000 per unit (estimated $723,000) <br />· Santiago Park Improvement Fee $1.64 per usable square foot <br />(estimated $776,000) <br />· In-lieu Park Fee $35.50 per square foot or an estimated $1.79 <br />million (This fee would be offset, or reduced by the Santiago Park <br />Improvement Fee, resulting in a net in-lieu park fee of $1.01 <br />million) <br /> <br />A;A~ <br /> <br />Stephen G.
