The administrative and support services~division would include <br />a newly created office of budget and management analysis, <br />finance department, personnel and manpower services department, <br />and equipment and building maintenance department; the division <br />of development would include~ the office of community development, <br />public works department, planning department, redevelopment <br />department, and building safety and housing department; the <br />division of community services would include community relations <br />department, recreation and park department, library department, <br />and Bowers Museum; and that ~he public safety division would <br />include the police department and fire department. <br /> <br />Mr. Norman Roberts expanded on the~recommendations for improve- <br />ment of the City's financial management, which included: 1) <br />change from a line item to a program budget; 2) adoption of a <br />proposed budget:development pr.ocess; 3) elimination of mid-year <br />budget, review; and 4) establishment of new techniques and <br />reassignment of responsibility for anticipating revenues and <br />expenditures and for monitoring the forecasts. <br /> <br />Mr. Coop stated that the A. D. Little team would review the <br />progress made by the City in implementing all or part of their <br />recommendations at the end of six months, in accordance with <br />the terms of the contract. <br /> <br />Councilman Ward stated that he would like to hear some reaction <br />from staff regarding the report. <br /> <br />Councilman Evans stated that he was pleased with the recommenda- <br />tions made regarding Council's role and meetings. <br /> <br />The Council consensus was to discuss and determine the degree <br />of implementation of the recommendations contained in the report <br />at the next regular meeting on May 12 and at future study ses- <br />sions.
