The review determined that the incumbents' duties and <br />responsibilities, especially those that pertain to purchasing, budgeting and <br />contract monitoring, are more consistent with the classification Senior <br />Accounting Assistant than her current classification. Accordingly, the <br />Library Director proposes that one Accounting Assistant position be <br />reclassified and reallocated to Senior Accounting Assistant. <br /> <br />III. Finance and Management Services <br /> <br />The newly appointed Executive Director of Finance and Management Services <br />recently conducted a review of his agency's functions and structure. This <br />analysis, assisted by the Personnel Services Department, included an <br />examination of the duties and responsibilities of various job <br />classifications and an evaluation of workload. As a result of this review, <br />the Executive Director is proposing the creation of a mid-management <br />classification titled Assistant Director of Finance and Management Services. <br />This position will perform responsible administrative and managerial work in <br />planning, organizing and directing the activities of the Finance and <br />Management Services Agency and will act as Executive Director in the <br />incumbent's absence. In order to staff this new job title, the Executive <br />Director requests a budget reallocation, such that the currently vacant <br />position of Accounting Manager is reallocated to Assistant Director of <br />Finance and Management Services. <br /> <br />The Executive Director of Finance and Management Services also proposes the <br />creation of a professional classification titled Purchasing Supervisor and <br />the reallocation of one Supervising Buyer position to this new <br />classification. The Purchasing Supervisor will be responsible for not only <br />supervising the City's purchasing functions and coordinating bid processes, <br />but also for overseeing the accounts payables functions of the Purchasing <br />Division. <br /> <br />IV. Police Department <br /> <br />The Police Chief has conducted a similar review of organizational structure <br />and has identified certain changes that will improve the department's <br />ability to provide services in a more efficient and cost-effective manner. <br />It is proposed that two vacant Communications Services Officer positions be <br />deleted and one Police Services Dispatcher be added to the Department's <br />budget. These changes will increase the Department's efficiency in <br />responding to calls for service and also result in a net savings to the <br />department's budget. <br /> <br />55C-2 <br />
