<br />Classification/Compensation Plan <br />February 22, 2005 <br />Page 3 <br /> <br />The Police Chief also proposes the addition of lead pay compensation for the <br />Firearms Examiner classification. In the past ten years, the scope of this <br />position has increased significantly to include oversight of employees in <br />the department's Crime Lab in addition to assigned responsibilities in the <br />area of firearm and ballistic evaluation. The designation of "lead" and <br />commensurate compensation reflect the incumbent's added responsibility to <br />guide, assist and train other employees involved in the collection and <br />analysis of evidence. <br /> <br />Finally, in order to alleviate a backlog of work in testing, comparing and <br />processing firearms evidence, the Police Chief proposes the creation of a <br />part-time classification titled Forensic Ballistics Technician. This <br />classification will be responsible for evaluating firearms and ballistics, <br />allowing the Police Department to link weapons, shell casings and bullets to <br />crimes. Creation of the part-time classification will provide the <br />department with greater flexibility when responding to changing workload <br />levels and will facilitate the timely evaluation of evidence critical to <br />criminal investigations. <br /> <br />v. Personnel Services Agency <br /> <br />A recent study of the Workers' Compensation Administrator (AM) <br />classification indicated that Santa Ana's classification is significantly <br />undercompensated in relation to comparable positions in similar agencies as <br />well as other City administrative management classifications. Therefore, <br />the Executive Director of Personnel Services is requesting an equity <br />adjustment to appropriately compensate the incumbent and ensure that Santa <br />Ana's classification remains competitive in the labor market. <br /> <br />VI. Public Works Agency <br /> <br />The Public Works Agency has conducted an analysis of the duties and <br />responsibilities of the Transportation Manager position following the <br />departure of the incumbent. Currently, this mid-management classification <br />heads a division that includes both transportation services and development <br />services. However, the organizational review has concluded that the agency <br />would be better served by reassigning the transportation services duties to <br />the Traffic Engineering section, under the supervision of the City Traffic <br />Engineer, and reassigning the responsibilities in development services to a <br />Principal Civil Engineer in the Engineering Services Division. <br /> <br />55C-3 <br />
