<br />SCOPE OF WORK <br />The Centerline Rail Project <br />Public Involvement Consulting Services <br /> <br />I. <br /> <br />INTRODUCTION <br /> <br />The Orange County Transportation Authority (aCTA) is currently looking to develop a light rail <br />system to complement the mix of transportation options for county residents, employees and <br />visitors, aCTA has been studying the feasibility of rail within the central part of Orange County <br />and potential alignments within the cities of Fullerton, Anaheim, Orange, Santa Ana, Costa <br />Mesa and Irvine for more than 10 years. In October 2001, the cities of Irvine, Costa Mesa and <br />Santa Ana endorsed a Locally Preferred Alternative (LPA) within the three cities for further <br />study. Subsequently, the aCTA Board has directed staff to work with the cities and to begin <br />Preliminary Engineering (PE) and prepare a Final Environmental Impact Statement/Report <br />(FEIS/R) on the LPA. <br /> <br />Polling over the years indicates there is general countywide support for such a system. In fact, <br />a recent voter opinion poll shows that 81 percent of county residents believe that coming <br />population growth in the county means we need to build some type of mass transit beyond bus <br />service, However, once alignments became more specific, neighborhoods and communities <br />near those alignments have voiced concerns about various issues, <br /> <br />As part of the Preliminary Engineering (PE) and Final Environmental Impact Statement/Report <br />(FEIS/R) on the LPA, aCTA is looking to develop and implement an outreach program that <br />effectively communicates with the public as well as meets the expectations of the Federal <br />Transit Administration (FTA), <br /> <br />In an effort to implement a comprehensive public involvement program, aCTA is taking the <br />necessary steps to establish contracts with a number of firms to perform outreach and <br />communications activities as needed, Firms may have expertise in one or more of the <br />following activities: <br /> <br />. <br /> <br />community and local government relations, <br />minority outreach, <br />project management and oversight, <br />graphics, <br />copywriting, <br />opinion research and polling, <br />computer simulations, <br />creating and managing an interactive website, <br />mailing, and <br />printing, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
