<br />Public Involvement Consulting Services <br />for.OCT A <br /> <br />Consulting services to assist with the public involvement activities will be closely coordinated <br />with the more customized efforts for the cities of Santa Ana, Costa Mesa and Irvine stated <br />below. <br /> <br />Public Involvement Consulting Services <br />for the cities of Santa Ana, Costa Mesa and Irvine <br /> <br />Since outreach efforts during Preliminary Engineering will also need to focus on specific <br />communities within the three cities and be customized to meet their varying needs, aCTA is <br />allocating funds for the three cities to use for outreach activities, The three cities will play an <br />integral role in the public involvement and consensus building in order to achieve success and <br />develop a project which reflects the needs of the community. <br /> <br />As part of aCTA's agreements with each of the three cities, aCTA, as the lead agency,y<ill <br />provide funding and the list of pre-qualified, on-call consultants and vendors from which they <br />each can choose to provide customized public involvement activities in their communities, The <br />cities will work directly with various consulting firms and vendors from aCTA's pre-qualified list <br />which can provide the necessary services on an on-call basis. <br /> <br />II. <br /> <br />BACKGROUND <br /> <br />aCTA plans to complete the Preliminary Engineering for the Centerline Project and have the <br />aCTA Board certify an FEIS by September 15, 2003, During this phase, final decisions must be <br />made on the precise route, elevation along that route, light rail vehicle type, number, location <br />and scale of stations, and actions to be taken to integrate The Centerline into the affected <br />communities (Le. a mitigation plan). <br /> <br />The aCTA Board and the city councils of Irvine, Costa Mesa, and Santa Ana have formally <br />endorsed the Centerline and the Locally Preferred Alternative (LPA). This is the first time that <br />aCTA will present to the community at large this precise route as the LPA-and it includes <br />some aspects that have only limited recent public review. Inevitably, additional concerns will <br />emerge as the engineering proceeds and the project becomes a reality, <br /> <br />Thus, the challenge before the aCTA Board is to engineer and environmentally clear a project <br />and foster community support for it within a tight schedule and against a backdrop of modest, <br />but growing, political/public support <br /> <br />III. <br /> <br />GENERAL REQUIREMENTS <br /> <br />As support needs arise, aCTA and the city will develop a brief scope of work and select a <br />consultant from the list of qualified firms depending on the type of work needed and the <br />qualifications of the firm, Each CTa will contain requirements for each engagement The <br />selected consultant will respond by providing information about the level of effort required to <br />complete the scope. This will be documented on a pre-approval estimate form that identifies <br />expected hours, labor rates, overhead rates and direct and indirect costs and fees, Rates and <br />costs for each CTa will be in accordance with rates identified in the selected consultants' <br />proposals.
