FEIS/PE Integration and NEPA/CEQA public review: <br />through September 15, 2003. <br /> <br />January 2003 <br /> <br />June 2003 <br /> <br />Action Plan <br /> <br />The following plan outlines how the outreach activities will be phased as part of Preliminary <br />Engineering. Consuitants and vendors on the on-call list will participate in one or more of the <br />proposed activities depending on need. <br /> <br />Phase 1: Project planning (through March 15, 2002) tasks will include: <br />0 PE Communications: Generate and begin distribution of public education materials that <br />characterize and describe the new phase of the Centerline. (Note: These materials will <br />distinguish between the prior planning phases during which many alternative routes were <br />under review and this next phase in which a single route is the focus. Emphasis will be <br />placed on describing the upcoming public invoivement process and encouraging <br />stakeholders and affected public audiences to participate). <br />0 Finalize public involvement plan with technical schedule and milestones. <br />0 Consult with City Representatives to refine and finalize public involvement plan. <br />0 Define roles and responsibilities for OCTA Directors and OCTA's Centerline management <br />team. <br />0 Establish communications protocols to ensure appropriate sharing of information about <br />public views. <br />0 OCTA to adopt comprehensive public involvement action plan delineating roles, <br />responsibilities and activities and amend MOUs with Centerline cities to reflect it <br />0 Prepare consultant RFPs. <br />0 Staff recruitment <br />0 Produce a Collaborative Target Audience Inventory in which OCT A Board members, City <br />Managers and City Council members identify community leaders and key stakeholders in <br />each Centerline city. <br />0 Ongoing local government involvement: Communicate with non-Centerline cities and <br />leaders (individual briefings, email network communications, fact sheets, council <br />presentations etc.) to brief them on upcoming PE process, gain their input on how they <br />would like to be kept informed and inform them of other transportation investments being <br />made in their local communities, <br /> <br />Phase 2: Assemble resources (through April 15, 2002) tasks will include: <br />0 PE Communications: Disseminate project update materials (Note: Website, fact sheets, key <br />presentations about the PE process) <br />0 Consult with city leaders to identify their major issues and the questions they would like <br />answered, <br />0 Plan field and other system tours. <br />0 Finalize staff recruitment/staff orientation. <br />0 Retain consultants <br />0 Ongoing Local Government Involvement: Implement plan and protocol to communicate with <br />non-Centerline cities, <br />0 Inventory and organize outreach products and research from Conceptual Engineering. <br />
