<br />Attachment B <br /> <br />The Centerline Project Action Plan <br /> <br />Page 2 <br /> <br />On December 13, 1999, the aCTA Board adopted several recommendations <br />for the continued study of The Centerline rail project: <br /> <br />. <br /> <br />Consistent with Orange County's 87-mile countywide rail master plan, <br />finish the DEIS on the 29-mile Centerline project. Continue to work with <br />corridor cities to explore alternative alignments and technologies, and plan <br />to complete The Centerline in three phases <br />Conduct a rail technology workshop in March 2000 - <br />Complete an analysis of the Irvine/UCI to Costa Mesa segment as the <br />candidate Minimum Operating Segment (MaS) pending completion of the <br />Supplemental Draft Environmental Impact Statement / Revised Draft <br />, , <br />Environmental Impact Report (SDEIS/RDEIR) <br />Work with West County cities on their study of rail extensions. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />A technology workshop was held on March 30, 2000, to explore existing and <br />emerging urban rail technologies that could be considered for The Centerline <br />Project. Board discussion held on April 24, 2000 provided feedback to aCTA' <br />. staff regarding the Technology Workshop. Key issues were identified and the <br />staff received direction from the Board as follows: <br /> <br />. <br /> <br />Elevate The CenterLin'e as much as possible to address corridor city <br />issues <br />Select a proven technology that can be both elevated .and street-level <br />Cont!nue working with cities to gain a consensus alignment <br />Continue public outreach, with an emphasis on local businesses <br />Revise the capital funding strategy as necessary to support the project. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The DEIS/DEIRproduced extensive analysis of environmental ,impacts such as <br />traffic congestion, noise, vibration, property displacements, air pollution, and <br />numerous other resources and natural issues. For each significant impact <br />identified in the DEIS, one or more options were proposed to mitigate the <br />impacts. On June 26, 2000" the Board directed staff to augment the <br />SDEIS/RDEIR. <br /> <br />On January 22, 2001, the aCTA Board held a public hearing on the <br />SDEIS/RDEIR. The public review period concluded on February 14, 2001. <br />Public outreach efforts for The Centerline were designed to educate and <br />inform interested individuals and organizations and to engage the public in the <br />decision making process. . <br /> <br />, ' <br />On Març:h 7, 2001. the CEO, after careful consideration of all the issues, <br />recommended formally that the Board not make a LPNMOS decision at that <br />time. Instead the CEO recommended that aCTA continue to consult with its <br />
