<br />Attachment B' <br /> <br />The Centerline Project Action Plan <br /> <br />Page B <br /> <br />Additional information on these positions will be provided in the staff report <br />accompanying the mid-year budget adjustment. <br /> <br />In addition, appropriate staff additions will be recommended as warranted as <br />this major capital project matures. <br /> <br />Procurements/Procured Services: <br /> <br />- <br />aCTA will procure the services of consultants for the Preliminary Engineering. <br />Environmental, Project Oversight/Project Management, Outreach, and Value <br />Engineering work on the Centerline Project, as well as support for special <br />studies as required. Contract Administration and Materials Management <br />(CAMM) will be integral in' procuring these services to ensure that federal <br />procurement regulations are followed during the procurement process. <br /> <br />Federal Funding and Outreach Strategies: <br /> <br />,Governmental outreach and advocacy at the Federal level will be critical to <br />securing annual appropriations, a Full Funding Grant Agreement (FFGA), and <br />reauthorization in the TEA 2,1 successor bill for the Centerline light rail transit <br />project in Orange County. These activities will transpire over the next three <br />years during preliminary engineering and final design for the project. <br />Congress. the Bush Administration and the Federal Transit Administration <br />(FT A) will all have a role in each of the goals listed above. <br /> <br />The Board has authorized the establishment of a grants function in the <br />Government Relations Division. On January 14. the manager position was <br />filled with the arrival of Barry. Engelberg. <br /> <br />The first step in implementation of the plan will be to focus on the <br />appropriations process in Congress and the Federal Transit Administration. <br />The plan is to request release of the nearly $3 million in earmarks and an <br />additional $18 million from the FTA from funds re-captured under TEA 21 from <br />projects that didn't move forward. A public hearing for this purpose is <br />scheduled for January 16, 2002. <br /> <br />The Congressional appropriations process for FY 03, the last year of obligation <br />authority under TEA 21, gets underway in February 2002 with a call for <br />appropriations requests from Members of Congress. aCTA will request an ,$18 <br />million earmark through the congressional process to backstop the request <br />through the FTA. Orange County delegation members Loretta Sanchez and <br />Christopher Cox will be approached to make the appropriations request since <br />
