Another objective will be to <br />secure letters of support from all Orange County delegation members. <br /> <br />The surface transportation authorization process typically is renewed every six <br />years. TEA 21, the current authorization bill, expires September 30, 2003. <br />That means the next re-authorization process will get underway in fall 2002, <br />after the FY 03 appropriations process has been compfetE;¡d. Drafting will likely <br />begin in late winterlearly spring 2003. <br /> <br />Award of a Full Funding Grant Agreement is the prerogative of the Federal <br />Transit Administration in Region IX and Washington, D.C. aCTA can begin to' <br />position the Centerline project for an FFGA by moving up the recommended <br />list of the Transit New Starts Report to "highly-recommended" status. Even <br />with a signed FFGA, aCTA will have to continue to work the appropriations <br />process each year to assure that Congress appropriates the Federal funds for <br />Centerline on a timely basis. ! <br />¡. <br />Aggressive support of federal activities by aCTA's staff, Board members, and <br />city representatives will be necessary to achieve success in these three <br />arenas. <br /> <br />Public Involvement Plan: <br /> <br />Critical to the success of The Centerline Project is an inclusive, effective, and <br />integrated public involvement plan. The Fi A required Project Management <br />Plan (PMP) contains a proposed public involvement plan; it is provided as <br />Attachment E. The plan is designed to 1) meet federal and state environmental <br />public participation requirements; 2) be implemented cooperatively by aCTA <br />and the participating cites; 3) develop political and community consensus on a <br />project to move into final design and construction; and 4) develop local support <br />for the Centerline project as a priority for the Federal Transit Administration <br />and Congress. <br /> <br />Public involvement will be tailored specifically to the different needs and <br />characteristics of each of the three Centerline communities. However, key' <br />goals will be to communicate with and involve all of the key stakeholders along <br />the Centerline route and to engage in ongoing outreach to non-Centerline <br />community leaders.
