" <br />!,,; . <br /> <br />Flex your power! <br />Be energy efficient! <br /> <br />December 22, 2004 <br /> <br />METROPOLITAN PLANNING ORGANIZATIONS <br />REGIONAL TRANSPORTATION PLANNING AGENCIES <br /> <br />Dear Executive Directors: <br /> <br />Subject: <br /> <br />Federal Fiscal Year 2003-2004 Regional Surface Transportation Program and <br />Congestion Mitigation and Air Quality Apportionments <br /> <br />The Federal Highway Administration (FHW A) released the Federal Fiscal Year (FFY) 2003- <br />2004 computation tables on December 3, 2004. The computation tables are available on the <br />FHW A web site at: <br /> <br />http://www.fhwa.dot.gov/stea04/index.htm. <br /> <br />The release of the infonnation enables the California Department of Transportation <br />(Department) to provide actual FFY 2003-2004 apportionment infonnation. <br /> <br />Final FFY 2003-2004 apportionments for the Regional Surface Transportation Program <br />(RSTP) and the Congestion Mitigation and Air Quality Program (CMAQ) are attached. <br />These apportionments are made in accordance with Sections l82.6(b) and l82.7(b) of the <br />California Streets and Highways Code, respectively. <br /> <br />Regional Surface Transportation Program - Attachment I <br /> <br />The final, adjusted, statewide RSTP total, $398,495,697, reflects the following: 0.59% <br />rescission, two percent set aside for State Planning and Research, ten percent deduction <br />for the Transportation Enhancement Program, and ten percent deduction for Safety <br />Programs. The apportionments include the pro-rata distribution of Minimum Guarantee <br />(MG) funds as specified in Title 23 United States Code (USC); Section 1 05( c). <br /> <br />The RSTP Large Area portion shown in Attachment 1 must be programmed and obligated <br />in urbanized areas with populations greater than 200,000 as required by Section l33(f) of <br />Title 23 USC, as amended by Section 1108 of the Transportation Equity Act for the 21 st <br />Century (TEA 21). It is important to note that failure to meet this requirement may <br />jeopardize the availability of future Federal funding to these areas. <br /> <br />The RSTP totals reflect a pro-rata $500,000 deductiOn for the Cooperative Training <br />Assistance Program (CTAP). The CTAP is a State-Local subsidized training program for <br />public employees in the transportation field and administered by the University of <br />"Ca/trans improves mobility across California" <br />
