MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 7, 1975 <br /> <br />The meeting was called to order at 8:20 A.M. in the H and H <br />Room of the Saddleback Inn, 1660 East First Street, Santa Aha, <br />by Mayor John Garthe, proper notice and posting having been <br />accomplished, with affidavits on file in the office of the <br />Clerk of the Council. The following Councilmen were present: <br />Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, Vernon S. <br />Evans, David L. Brandt, James E. Ward and Mayor John Garthe. <br />Also present were City Manager Bruce C. Spragg, Acting City <br />Attorney Charles Liberto, and all Department Heads except the <br />Director of Public Works, who was represented by the Assistant <br />Director of Public Works, Joha Stevens. <br /> <br />STUDY SESSION Mayor Garthe stated <br /> that the all day Study <br /> Session would give <br /> staff and Council a <br />good opportunity for an exchange of ideas and information to <br />help identify some of the City's problems, their solutions, <br />and to assist in estaSlishing policy, goals and objectives. <br /> <br />COMMUNITY CENTERS Stella Gutierrez, Tom <br /> Silva, and Lenny Wiggs, <br /> Coordinators for the <br /> South Community Center, <br />West Community Center, and the Corbin Community Center, <br />respectively, described their geographical areas of Service, <br />their inhabitants, and major areas of concern and activity, <br />involving vandalism, drugs, housing, unemployment, juvenile <br />delinquency, and physical environment. Each Coordinator pro- <br />vided information on his Center's operations and services. <br /> CA 131.6 <br /> <br />TRANSPORTATION The Assistant Director <br /> of Public Works stated <br /> that major factors <br /> contributing to trans- <br />portation problems include air pollution and fuel shortages; <br />that emphasis for improvement is presently concentrated on <br />Seventeenth Street, First Street and Flower Street, with some <br />work commencing on Bristol Street. He further stated that <br />construction of a multi-modal transit facility in the Redevelop- <br />ment project Area is scheduled to commence in 1976-77; and <br />that by 1980 it will provide a rapid transit railway from <br />Santa Aha to Los Angeles. CA 84.3 <br /> <br />ACCESS ~ REDEVELOPMENT The Executive Director <br /> for Redevelopment, <br /> Richard Goblirsch, <br /> stated that studies <br />on housing, parking, and freeway access in the Redevelopment <br />Project Area are underway; that the Transportation Terminal, <br />estimated to cost $5,000,000 is expected to be completed in <br />1978.
