GOALS FOR NEXT YEAR The City Manager stated <br /> that based on the inputs <br /> from this session, staff <br /> proposes to identify <br />goals and objectives and to discuss and prioritize them for <br />Council approval. Following implementation, there will be <br />progress reports, statistical and realistic evaluation prepared <br />fer Council's review. The Manager also covered some of the <br />effects of the proposed 75-76 Budget. <br /> <br />COUNCIL COMMENTARY Councilman Ortiz stated <br /> that primary considera- <br /> tion should be given to <br /> developing changes and <br />improving the attitude of the City, the attitude of the Depart- <br />ments and their services to the community. <br /> <br />Councilman Ward stated that programs should be developed to <br />encourage more community involvement. CA 6SB <br /> <br />RECESS At Noon Mayor Garthe <br /> announced recess for <br /> lunch. The Study <br /> Session reconvened at <br />1:20 P.M. with the same people present, except for Councilman <br />Bricken, who returned at 2:35 P.M. <br /> <br />QUALITY OF LIFE <br /> <br />presented slides depicting <br />the City, and the Building <br /> <br />Director of Planning <br />Charles Zimmerman and <br />Director of Building <br />Safety Wendell Bril <br />Zoning Code violations throughout <br />Conservation Program, respectively. <br /> <br />Councilman Evans described his Ward 2 as unique in many ways. <br />He stated that it has the largest concentration of minorities; <br />that it also has a branch library, Jerome Center, a park, pool <br />and other recreational areas. He added that many of the recrea- <br />tional facilities were unsafe to use; that he is thoroughly in <br />suppert of the Crime Abatement Program and he urged full Coun- <br />cil support as well, noting that security is the key to complete <br />enjoyment of a higher quality of life. He listed his priority <br />concerns as crime, housing, unemployment, vandalism, and lack <br />of communications. <br /> <br />Councilman Bricken stated that as the Councilman from Ward 1 <br />he represents an area north of Seventeenth Street, as well as <br />the E1 Salvador area; that he is concerned with "white flight" <br />and the City's image Oust cleaning it up would help tremen- <br />dously); that City government needs to support community pro- <br />grams that will generate greater community involvement to help <br />solve many of the environmental problems and make people proud <br />to live in Santa Ana. <br /> <br />He listed his priorities as excellence in all things, great <br />and small; creativity, looking for new ways to do the same <br />job; efficiency, looking for an easier way to do the job and <br />use personnel more effectively. He suggested the creation <br />of a mechanism to "trouble shoot" problems without interfering <br />with the mainstream of work, expressing his philosophy that <br />people would be willing to carry the load if government would <br />keep up the level of service; and that the priority of the <br />Police Department is "now", but that other departments are <br />important and ways must be found to extend their programs <br />through the formation of good plans. <br /> <br />CITY COUNCIL MINUTES <br /> <br />242 JUNE 7, 1975 <br /> <br /> <br />
