Sleeper, Chairman of the Cultural Heritage <br />Committee, presented his committee's recommendation that <br />the City provide a minimum amount to open the room so that <br />there will be something to show in order to stimulate in- <br />terest when a full scale campaign is launched for private <br />donations to complete the project, which was approved in <br />concept by Council December 12, 1974. <br /> <br />CA 42.5 <br />CA 56 <br /> <br />COMMUNICATIONS FROM THE Three communications <br />HUMAN RELATIONS COMMISSION expressing (1) the <br />COUNCIL REFERRAL ITEM No. 191 Human Relations Com- <br /> mission's sympathy to <br />the Concerned Parents for Better and Quality Education in <br />relation to the loss of federal funds by the Santa Ana Uni- <br />fied School District, (2) the Commission's position that <br />there is a need for PEP positions with the Orange County <br />Human Relations Commission, and (3) the Commission's report <br />to Council on the problems of the Santa Anita Area, were <br />received and filed, and Item #191 removed from the Council <br />Referral Summary, on the motion of Councilman Ortiz, seconded <br />by Councilman Bricken and unanimously (7-0) carried. <br /> <br />Mr. Manuel Barron appeared before Council to discuss the <br />Commission's report on the Santa Anita Area. Mr. Bruce <br />Spragg, City Manager, informed Mr. Barron that the remodel- <br />ing of the County Fire Station at 521 N. Figueroa, for a <br />Community Center, will probably take about two months; that <br />the City is responsive to the community's desire for <br />a preschool and for a recreational center during mid-afternoon <br />and evening hours; and that the center will be staffed with <br />CETA personnel. <br /> <br />The Human Relations Commission, through Commissioner Lamm, <br />also suggested that an awards program to recognize indivi- <br />duals and groups for outstanding or unique contributions <br />to the community be approved by Council in concept. <br /> <br />Consideration of an awards program was referred to the Mayor <br />and Staff for coordination of the "Awards Program", on <br />the motion of Councilman Ward, seconded by Councilman Evans <br />and unanmously (7-0) carried. <br /> <br />ORAL COMMUNICATION A letter dated <br />MRS.
