MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 24, 1975 <br /> <br /> The meeting was called to order in Room 831, City Hall, 20 <br /> Civic Center Plaza, at 4:00 P.M. by Mayor John Garthe, proper <br /> notice and posting having been accomplished with affidavits <br /> on file in the office of the Clerk of the Council. The follow- <br /> ing Councilmen were present: Gordon Bricken, Harry K. Yama- <br /> moto, Vernon S. Evans, David L. Brandt, James E. Ward and <br />Mayor John Garthe. Councilman David F. Ortiz arrived at 4:30 <br />P.M. Also present were representatives of the press, and the <br />following staff: City Manager Bruce C. Spragg, Finance Direc- <br />tor Lawrence Shaffer, Director of Public Works Ronald Wolford, <br />.Police Chief Raymond C. Davis, Executive Director for Community <br />Redevelopment Richard Goblirsch, and Clerk of the Council <br />Florence I. Malone. <br /> <br />PROPOSED BUDGET Council continued its <br />FISCAL YEAR 1975-76 page by page review <br /> of the proposed Budget, <br /> commencing with the <br />Police Department Budget on Page 60. Councilman Ward stated <br />that he was concerned with whether or not the City could <br />afford 110 additional positions in the Police Department. <br />Chief Davis responded that the actual number proposed for the <br />Team Policing Program was 108; that the positions of Grant <br />Manager, Training Coordinator, and PAAL Coordinator had been <br />recommended by the Citizens Crime Commission in its report <br />to Council; and that each is a full time function within the <br />Department. Responding to Councilman Bricken, the Chief <br />stated that a Patrolman's salary, including~retirement and <br />~orkmen's Compensation, amounts to $23,000. <br /> <br />~ith the concurrence of Council, the following items were <br />added to the Council's list for further consideration, at the <br />request of Councilmen Evans, Brandt and Bricken, respectively: <br /> <br />Item Amount <br /> <br />Cumulative Amount <br /> In or Out <br /> of Balance <br /> <br />1. Eliminate one Assistant Animal <br /> Control position <br /> <br />12,300 102,340 <br /> <br />The City Manager stated that there are approximately 38 school <br />crossing guards; and that the animal control function is close <br />to becoming self-supporting.
