He referred to the Crime Abate~ent'~ersonnel costs of $2,155,090 and the contingency fund of $476,050 as examples of sources of additional money to help maintain the level of City services, stating that the tuTnover factor of per- sonnel was not considered, and that contingency fund emergencies were few. Mr. McMichael concluded that it is very likely a tax increase will be needed this year, and that it will have to be one that is justified and within the realm of reality to be sup- ported by the Realtors.
