MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 26, 1975 <br /> <br />The meeting was called to order in Room 831, City Hall, 20 <br />Civic Center Plaza, at 6:10 P.M. by the Assistant Clerk of <br />the Council, proper notice and posting having been accomplished, <br />with affidavits on file in the office of the Clerk of the <br />Council. The following Councilmen were present: Harry K. <br />Yamamoto, James E. Ward, David F. Ortiz, and David L. Brandt. <br />Councilman Harry K. Yamamoto was appointed Chairman Pro Tem <br />until the arrival of Mayor John Garthe, who arrived at <br />6:35 P.M. Councilman Gordon Bricken arrived at 6:40 P.M. <br />Vice Mayor Vernon S. Evans was absent. Also present were repre- <br />sentatives of the press, and the following staff: City Manager <br />Bruce C. Spragg, Director of Public Works Ronald E. Wolford, <br />Director of Finance Lawrence Shaffer, Recreation Superintendent <br />Eugene R. Laumeister, and Assistant Clerk of the Council <br />Patricia B. Rice. <br /> <br />RECESS At 6:12 P.M., Council <br />EXECUTIVE SESSION recessed to Executive <br /> Session to consider <br /> personnel matters; <br />the meeting was reconvened at 7:00 P.M. with Councilman <br />Evans absent. <br /> <br />PROPOSED BUDGET Council continued its <br />FISCAL YEAR 1975-76 page by page review <br /> of the proposed Budget. <br /> The Director of Public <br />~orks responded to questions regarding the proposed Budget <br />for the Public Works Department. He stated that his Budget <br />provides for reduced service levels. The street sweeping <br />program will be reduced in the downtown area, and on arterial <br />streets; the residential sweeping schedule will not be <br />changes; sewer maintenance level partially restores service <br />lost the last two years, as it was determined that sewer <br />stoppage increased 40% when sewers were not cleaned regularly; <br />the Select Streets and Local Streets Budgets are up about <br />S% because preventive maintenance is the key to success in <br />street maintenance. He stated that Public Works primarily <br />replaces sidewalk damage caused by parkway tree roots for <br />pedestrian safety; that gaps in sidewalks are being <br />filled in with CETA labor, with owners paying 50% of the cost. <br /> <br />In regard to the Park and Recreation Budget, Gene Laumeister, <br />Recreation Superintendent, stated that he had made arrange- <br />ments for the use of the Santa Ana College swimming pool for <br />a period of about five weeks in the afternoons for lessons <br />and for recreational swimming. <br /> <br />In regard to the Library Budget, City Manager Spragg stated <br />that five positions of the total 55 employees had been cut; <br />that eleven CBTA positions have been established; that the <br />site and plans are ready for a second branch library, but <br />six full time employees will be needed to run it; that there <br />had been great concern from citizens regarding the proposed <br />removal of the Bookmobile service. <br /> <br />Councilman Yamamoto expressed his desire to retain the Book- <br />mobile service. <br /> <br />CITY COUNCIL MINUTES <br /> <br />265 JUNE 26, 1975 <br /> <br /> <br />
