MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 1, 1975 <br /> <br />The meeting was called to order in Room 851, City Hall, <br />20 Civic Center Plaza, at 4:00 P.M., by Mayor John Garthe, <br />proper notice and posting having been accomplished, with <br />affidavits on file in the office of the Clerk of the Council. <br />The following Councilmen were present: Gordon Bricken, <br />David F. Ortiz, Harry K. Yamamoto, Vernon S. Evans, David <br />L. Brandt and Mayor John Garthe. Councilman James E. Ward <br />arrived at 4:20 P.M. Also present were representatives of <br />the press and the following staff: City Manager Bruce C. <br />Spragg, City Attorney Keith L. flow, Director of Finance <br />Lawrence Shaffer, Police Chief Raymond C. Davis, Library <br />Director Howard Samuelson, Fire Chief Eugene JUdd, and Clerk <br />of the Council Florence k Malone. <br /> <br />PROPOSED BUDGET <br />FISCAL YEAR 1975-76 <br /> <br />Purchase Items for the Building <br /> <br /> Council resumed its <br /> review of the proposed <br /> Budget, commencing <br />with Page 144, Capital <br />Safety and Housing Department. <br /> <br />Councilman Bricken asked if anything could be done to effect <br />a savings in the minor capital Budget area· <br /> <br />Councilman Nard requested that the following items be added <br />to the list for further consideration; <br /> <br />1. Postpone tWo traffic signals, $70,000. <br /> <br />Development of twe park sites CMacArthur and Grantl - <br />transfer costs to Development Fees Fund (A and D), <br />$30,400. <br /> <br />Councilman Bricken stated that Council should decide what it <br />is going to de insefa~ as tke revenue package is concerned. <br /> <br />The City Manager stated tkat he had been told that the City's <br />assessed valuation had been increased by 13.8%, which was <br />almost double what staff had used as its estimate in putting <br />the preliminary Budget together; that roughly the increase <br />would produce about one-half million dollars, which is equiva- <br />lent to an 8 or 9 cent property tax increase; and that the <br />other Budget unknown, the carry-over from the previous.year, <br />would be available next week. <br /> <br />At Councilman Bricken's request the <br />the list for further consideration: <br />$500,000. <br /> <br />following was added to <br />Assessed Valuation <br /> <br />Council discussed revenue possibilities, during which Mayor <br />Garthe and Councilman Ward spoke in favor of a Utility User <br />Tax; Councilman Evans in favor of a property tax increase plus <br />an additional 2% reduction in the total Budget; and Councilmen <br />Yamamoto and Brandt, in favor of a Utility User Tax without <br />a maximum exemption. <br /> <br />CITY COUNCIL MINUTES <br /> <br />269 ~ULY 1, 1975 <br /> <br /> <br />
