MINUTES OF THE ADJOURNED REGULAR MEETING

<br />July 9, 197S

<br />The meeting was called to order in Room 851, City Hall, 20 Civic
<br />Center Plaza, at 4:05 P.M., by Mayor John Garthe, proper notice
<br />and posting having been accomplished, with affidavits on file
<br />in the office of the Clerk of the Council. The following
<br />Councilmen were present: Gordon Bricken, David F. Ortiz, Harry
<br />K. Yamamoto, Vernon S. Evans, James E. Ward, and Mayor John
<br />Marthe. Councilman David L. Brandt was absent. Also present
<br />were representatives of the press, and the following staff:
<br />City Manager Bruce C. Spragg, City Attorney Keith L. Gow,
<br />Director of Finance Lawrence Shaffer, Director of Public Works
<br />Ronald Wolford, Police Chief Raymond C. Davis, Fire Chief
<br />Eugene Judd, and Clerk of the Council Florence I. Malone.
<br />
<br />PROPOSED BUDGET Council continued its
<br />FISCAL YEAR 1975-76 Budget considerations.
<br /> The City Manager pro-
<br /> vided a recap of the
<br />status of the deliberations thus far, dated July 7, 1975,
<br />including the 22 items previously identified by Council as
<br />potential changes. The report was divided into four groups,
<br />ranging from possible Budget changes with minimum controversy,
<br />to those with maximum controversy, and concluding with 16
<br />possible expenditure reductions, prepared at the direction of
<br />Council but not voluntarily recommended by the staff (Group
<br />IV).

<br />The proposed Budget changes listed as Group I of the report
<br />were approved on motion of Councilman Bricken, seconded by
<br />Councilman Ward, and carried unanimously (6-0).
<br />
<br />The proposed Budget Changes listed as Group II of the report
<br />were approved with the exception of Number 17, postpone two
<br />traffic signals, on motion of Councilman Evans, seconded by
<br />Councilman Bricken, and carried unanimously C6-0).

<br />Approval of Item Number 17 of Group II was deferred, and the
<br />$70,000 budgeted for the traffic signals was transferred to the
<br />Council Contingency Fund, on motion of Councilman Yamamoto,
<br />seconded by Councilman Ward, and carried unanimously (6-0).
<br />
<br />Councilman Bricken stated that the revenues needed at this
<br />point amounted to $2,053,755.
<br />
<br />The proposed Budget changes listed in Group IV of the report
<br />were tabled, on motion of Councilman Ward, seconded by Council-
<br />man Ward, seconded by Councilman Ortiz, and carried, with
<br />Councilmen Evans and Yamamoto dissenting.

<br />MANAGER'S REPORT 7-7-75 Action on the
<br />GROUP III BUDGET CHANGES Appropriation for
<br />COUNCIL CONTINGENCY FUND the Council Con-
<br /> tingency Fund was
<br />deferred for the purpose of increasing the proposed amount,
<br />$476,050, following completion of negotiations, on motion
<br />of Councilman Yamamoto, seconded by Councilman Ward, and
<br />carried IS-I), with Councilman Evans dissenting.
