<br />proposed in the preliminary Budget, on the basis of "equity
<br />of sacrifice" and minimal damage to Fire Safety Programs,
<br />on motion of Councilman Ward, seconded by Councilman Yamamoto,
<br />and carried [5-1), with Councilman Evans dissenting.

<br />CRIM~ ABATEMENT PROGRAM Council discussed the
<br /> level of funding of
<br /> the 'Grime Abatement
<br /> Program, and the
<br />various methods of raising the necessary revenue, outlined
<br />in a report from the City Manager. The City Manager stated
<br />that the total cost of the Crime Abatement Program for
<br />1975-76, with an increase of 88 personnel, including the
<br />Paramedic Program, is $2,176,000; for 1976 to 1977 the total
<br />cost would be $2,413,000; that if the Programs were funded
<br />for an increase of 110 positions, plus the Paramedic Program,
<br />the total cost is $3,153,000 for 1975-76, and $3,421,000 for
<br />1976-77; that based on the cuts Council has made, there is
<br />$1,000,000 that may be applied towards the necessary amounts.
<br />
<br />Councilman Ward's motion to fund 88 positions for the Crime
<br />Abatement Program, with the proviso that 5 of the positions
<br />be placed in the Contingency Fund, was seconded by Council-
<br />man Yamamoto.
<br />
<br />Following discussion, a substitute motion, to fund 88 positions
<br />with no qualification, made by Councilman Ward, seconded by
<br />Councilman Yamamoto, failed on the following roll call tie vote:

<br />Prior to the vote on the previous motion, Mr. Tom McMichael,
<br />representing the Board of Realtors, and Mr. John Meola,
<br />representing ~anta Aha Citizens Against Crime, spoke in favor
<br />of a maximum Crime Abatement Program.
