MINUTES OF THE ADJOURNED REGULAR MEETING

<br />July 11, 1975
<br />
<br />The meeting was called to order in Room 831, City Hall, 20
<br />Civic Center Plaza, at 4:00 P.M., by Mayor John Garthe,
<br />proper notice and posting having been accomplished, with
<br />affidavits on file in the office of the Clerk of the Council.
<br />The following Councilmen were present: Gordon Bricken,
<br />David F. Ortiz, Harry K. Yamamoto, and Ma~or John Garthe.
<br />Councilman Vernon S. Evans arrived at 4:20 P.M., and Coun-
<br />cilman James E. Ward arrived at 4:40 P.M. Also present
<br />were representatives of the press and the following staff:
<br />City Manager Bruce C. Spragg, City Attorney Keith L. Gow,
<br />Captain Charles Thayer of the Police Department, Director
<br />of Finance Lawrence Shaffer, Fire Chief Eugene Judd, and
<br />Clerk of the Council Florence I. Malone.

<br />PROPOSED BUDGET The City Manager
<br />FISCAL YEAR 1975-76 distributed a recap
<br /> of the action taken
<br /> with respect to the
<br />Crime Abatement and Paramedic Programs, indicating that
<br />additional revenues and/or savings now amounted to $1,084,855;
<br />that the cost to fund the Crime Abatement Program for 98
<br />positions for fiscal year 75-76 would be $2,457,850, and
<br />the cost to fund the Paramedic Program would be $376,000,
<br />totaling $2,833,850; that the cost to fund the Crime Abate-
<br />ment Program for 104 positions in fiscal year 76-77 would
<br />be $2,603,010, and the cost to fund the Paramedic Program
<br />would be $413,000, for a total of $3,016,010. The report
<br />dated July 11 also included various funding alternatives.

<br />BOARD OF REALTORS Mr. Jim Loomis dis-
<br /> tributed a letter to
<br /> the Council dated
<br /> July 11 from the East
<br />Orange County Board of Realtors, containing suggested Budget
<br />changes. The Board supports the Crime Prevention Program,
<br />but is opposed to the method of funding,, increasing the
<br />property tax by 40~ and levying a 5% utility users tax.
<br />The Board proposed changes to the Budget, which included a
<br />recommendation for a 25¢ property tax increase, deferment
<br />of the second Paramedic unit until revenue sources return
<br />to normal; and elimination of the utility users tax.

<br />seconded by Councilman Yamamoto, to postpone installation
<br />of the traffic signal at Dyer and Halladay, pending annexa-
<br />tion of County island, carried on the following roll call
<br />vote:
